Emergency Motions Additional documents: Minutes: Standing Orders was suspended to deal with the following Emergency Motion. Emergency Motion from Councillors Daithi Doolan, Ray McHugh and Greg Kelly That this Area Committee calls on Minister of Housing, Planning & Local Government, Eoghan Murphy, to withdraw Circular Letter PL 02/2018, relating to discussion of planning applications at Council meetings.”
The implications of the circular has a direct impact on our role as elected representatives and will prohibit the Area Committee from discussing future planning applications. This has been a long standing arrangement that has benefited accountability and transparency. While Councillors understand that we have no statutory responsibility at this stage of the process, many of the developments which are discussed at an area committee level are very technical and complex. It is very helpful to get a presentation from the planner outlining what is proposed and how this fits into planning legislation and the development plan. Withdrawing, as the Minister proposes, the professional expertise of planners from Councillors prior to us making our submissions, will further take away our ability to be fully informed on the implications of a planning application and leave the future development of this city in the hands of developers. Order: Agreed. It was noted that a Special Meeting of the City Council had been arranged to discuss this matter.

March 2018 Motions DUBLIN CITY COUNCIL SOUTH CENTRAL AREA COMMITTEE 21st March 2018
578 Councillor Greg Kelly This Area Committee expresses its anger at Irish Water, who have left constituents in the Dublin 8 and Dublin 10 area without water after the recent bad weather. While Irish Water announced water pressure reduction we have seen areas been left without any water at all. This we know is due to the lack of investment in the water infrastructure over the years. If, as called for by the hundreds of thousands of people who marched against Irish Water, the millions of Euro had been spent on the ageing Dublin water pipes, instead of consultants and water meters, we would not have seen people without water at this time. We call on Irish Water to outline to this Area Committee its plan to upgrade the water infrastructure in the whole Dublin South Central Area, and we ask for full details of works and a timeline.
579 Councillor Paul Hand That this Area Committee commends all the staff and volunteers in the Orchard Centre in Cherry Orchard who provided homeless accommodation and a community outreach service over the recent bad weather. To this end we request that this motion be sent to the Lord Mayor's office and for all staff and volunteers to receive a civic award for their selfless dedication in helping others.
580 Councillor Greg Kelly This Area Committee supports the call from De La Salle GAA club for a GAA pitch in the Cherry Orchard area as part of the Local Area Plans for Cherry Orchard.
581 Councillor Vincent Jackson For many years I have sought without success the introduction of a refundable deposit scheme on all plastic bottles, beverage cans, soft drinks cans etc. I am asking that Dublin City Council lobby aggressively the Department of Environment Housing & Local Government for the introduction of such a scheme here, similar to Germany, Denmark etc. who levy 25 cents, which is refundable when you return the empty bottles, cans etc. Only last week I counted 27 bottles, cans etc. along Le Fanu Road, Ballyfermot, between Kylemore Road and Grange Cross. Our football pitches are destroyed with beer bottles as there is no value put on the bottles, hence, they are just thrown away. A deposit would sort this problem out once and for all. The plastic bag levy was instrumental in cleaning up so much of our communities when a charge was levied. This is exactly what we need in Ireland to deter litter louts.
582 Councillor Daithi Doolan and Councillor Greg Kelly This Area Committee notes with thanks the huge effort made by Dublin City Council staff, emergency services and community activists during the recent Storm Emma. We especially thank those involved who kept the Orchard Centre open to provide food, shelter and warmth to homeless and vulnerable people.
