South Central Area Committee

Wednesday 19th April 2017

 

 

SOUTH WEST INNER CITY AREA OFFICE REPORT

 

New Public Park, Cork Street

Works to develop a 0.6 hectare neighbourhood park on the site of the demolished Chamber Court flats on Cork Street commenced in February and are progressing well. It is expected that the park will be completed by summer 2017.

 

Dolphins Barn

A Public Realm Improvement Plan for Dolphins Barn is being prepared at present. The cost associated with the plan is provided for in the 2016 Discretionary Fund. A very well attended community workshop took place in St. Andrew’s Community Centre on 28th November last year. Councilors will be informed of a second community workshop which is expected to take place shortly.

 

Newmarket

A Public Realm Improvement Plan for Newmarket Square and its environs is now complete. The Plan describes, supports and guides the implementation of improvements to enhance the use and attractiveness of the area. Following agreement at the February Area Committee meeting a Part 8 planning application for the project was advertised on 20th February. A copy of the plan was available for inspection in the Planning Department in the Civic Office for 6 weeks from that date. The closing date for the receipt of submissions or observations is 20th April.

 

Francis Street

A Public Realm Improvement Plan for Francis Street has also been completed. As part of this process Councilors, local residents and retailers were invited to an information meeting which took place on 14th March. The plan provides for a more pedestrian friendly environment which encourages people to visit the area on foot. The plan also supports the continued commercial operation of the Arts and Antiques quarter. Following agreement at the March Area Committee meeting a Part 8 planning application for the project will be advertised shortly.

 

Michael Mallin House

Works to convert 4 bedsits into 2 x 1 bedroomed units are due to commence later this month. Similar work is ongoing in Basin Street to convert 8 bedsits into 4 x 1 bedroomed units.

Emergency Motion in the name of Cllr Daithi Doolan and Cllr Greg Kelly

This Area Committee condemns in the strongest possible terms Monday’s attack on security cameras in Cherry Orchard. This criminal action is unacceptable and dangerous. The damaged poll and camera must be repaired as a matter of urgency.

Deferred Motions

498      Councillor Michael Mullooly (deferred from the March Area Committee  

            Meeting)

This Area Committee calls on the Housing SPC to review the priority given to homeless persons in the Housing Allocation Scheme, 2013 in particular, the definition of homelessness, the lack of priority given to those about to fall into homelessness, to reflect the fact that persons can be de facto homeless but not availing of homeless services provided by the local authority or others and the lack of priority for children who are homeless or about to fall into homelessness.

 

501      Councillor Michael Mullooly (deferred from the March Area Committee Meeting)

In light of the fact that Dublin City Council spends €650,000 cleaning up 2,600 tonnes of illegal waste and given the proliferation of fly-tipping in Dublin South Central, this Area Committee calls on the Area Manager to consider the use of drones in addition to CCTV as a key resource to detect and provide evidence of fly-tipping and the dumping of waste.

 

502      Councillor Daithi Doolan (deferred from the March Area Committee Meeting)

This Area Committee calls on the DRHE, (Dublin Regional Homeless Executive) to facilitate the sharing of names and contact details of those families from Dublin 10 who are in emergency accommodation with the Ballyfermot Homeless Initiative. This will allow the organisation to contact them and provide support services to families in hotels and B&Bs. 

 

503      Councillor Paul Hand (deferred from the March Area Committee Meeting)

That this Area Committee supports proposals to reinvigorate Lansdowne Valley Pitch and Putt complex as a mixed Footgolf and Pitch and Putt facility for the local community. This would provide additional recreational facilities for the area, provide for new and local jobs for the area and safeguard the recreational amenity at this location for all to enjoy.

504      Councillor Vincent Jackson

Can the Area Manager please indicate what avenues are open to a constituent who will have to sell her home after the break-up of her marriage.  She will have approx. €110,000 left.  Is there any facility for her to buy equity with Dublin City Council to source a home in the Ballyfermot area?  Affordable housing is no longer available, hence she will need somewhere to live.  What a waste if she has to spend all this money on private rented accommodation before being considered for Social housing.

 

505      Councillor Rebecca Moynihan, Councillor Críona Ní Dhálaigh, Councillor Greg Kelly & Councillor Tina MacVeigh

This Area Committee agrees that the land adjacent to Chamber Weaver park should be designated for cultural use consistent with DCC development plan "that Dublin City Council is committed to ensuring that there is a supply of workspaces for artists in the city" It is the policy of Dublin City Council to work with all private, public and cultural stakeholders in cooperation to ensure that artistic work space is a key element in all multi use developments in the City, in particular ensuring there is provision for cultural and artistic space in development" and " to support and promote opportunities for everyone to participate in the city's cultural life by facilitating the provision of effectively managed, self sustaining cultural infrastructure suitable for all ages at the neighbourhood level, including regeneration areas, that is accessible to all in the locality and reflects the identity of Dublin neighbourhoods". 

 

We further agree that this be put out for expressions of tender to artist studio providers to develop a sustainable model of studio provision and exhibition space which will animate the space and provide long term artistic space for the city.

506      Councillor Ray McHugh

This committee agree that funding should be sourced for the installation of CCTV cameras at the all weather pitches in brick field park and this should be a priority to protect the investment .

 

507      Councillor  Michael Mullooly

Can the South Central Area Committee supports the Dublin Canals Action Day on Saturday the 22nd of April 2017.

 

508      Councillor Paul Hand

That this area committee is hugely concerned at the spike of fatal cycling accidents in the Dublin 8 area in the past few weeks. Therefore we request that the traffic department of Dublin City Council take immediate measures to improve cyclist’s safety in the Dublin 8 area. 

 

509      Councillor Vincent Jackson

Can the Area Manager please give an indication on what efforts to date have we entered into to replace staff lost in the Crumlin Area Office.  It is a reversal of years of good work to close these offices which empower people in our communities.  All the indications are there that well-resourced local offices allow local people to get involved in their area.

             presented in this motion. Area Management provided response from

             Housing that indicated no current option exists except for first time
