SOUTH WEST INNER CITY AREA OFFICE REPORT

 

New Public Park, Cork Street

A Part 8 Planning Application for a 0.6 hectare neighbourhood park on the site of the demolished Chamber Court and Weavers Court flats on Cork Street was agreed at the December 2015 City Council meeting. A contractor has been appointed and it is expected that site works will commence this month with a completion date of summer 2017.

 

St. Audeon’s Park, High Street

St. Audeon’s Park is included in the Liberties Greening Strategy. As part of the proposed improvements to High Street it is planned to enhance the area by improving accessibility, permeability and circulation throughout the park.

 

A Part 8 planning application for the project was agreed at the July 2016 City Council meeting. Tenders documents were issued this month with construction works likely to commence in early summer.

 

Dolphins Barn

A Public Realm Improvement Plan for Dolphins Barn is being prepared at present. The cost associated with the plan is provided for in the 2016 Discretionary Fund. A very well attended community workshop took place in St. Andrews Community Centre on 28th November last year. Councilors will be informed of a second community workshop which is expected to take place shortly.

 

Newmarket

A Public Realm Improvement Plan for Newmarket Square and its environs is now complete. The Plan describes, supports and guides the implementation of improvements to enhance the use and attractiveness of the area. A report in relation to a part 8 planning application will be presented at this month’s Area Committee meeting.

 

Francis Street

A consultant has been appointed to facilitate the preparation of a Part 8 planning application for the Francis Street Environmental Improvement Scheme. Stakeholder meetings with local residents and businesses are due to take place later this month or early next month.

 

St. Luke’s Church

Standing Orders was suspended to deal with the following Emergency Motion: -

 

Emergency Motion from Councillors Greg Kelly, Daithi Doolan and Ray McHugh

This Area Committee calls on the Area Manager to fully restore the grant of €40,000 to Walk that was guaranteed by the Assistant City Manager Brendan Kenny in writing. The Area Committee recognise that €20,000 has been paid already and would expect to see the balance paid this month. This Area Committee asks the Area Manager to continue the awarding of the grant for 2017 to WALK and if changes to the application process or Information required by WALK be implemented in 2018 and 6 moths notice given to them of any change of application process.

Deferred Motions

483      Councillor Tina MacVeigh deferred from the January Meeting

This Area Committee supports the occupation of Apollo House by housing activists and calls on Dublin City Council management to implement the following motion agreed at the city council meeting on 10th November 2014: 

 

That this Council open an ‘Unused Properties Register’. The owners of private properties that have been unused/empty for a period of more than six months (as per CSO Census 2011 and other official statistics) will be required to register their intention for use with Council. Where these properties remain idle for a period exceeding six months of registration date or where Council is not satisfied with intended use, by the powers granted to it under Section 213 (2) (A) of the Planning and Development Act (2000), this Council will immediately requisition these properties for immediate use as emergency housing, paying no more than a nominal transaction fee to the owner

483      Councillor Tina MacVeigh’s deferred motion  from the January Meeting

This Area Committee supports the occupation of Apollo House by housing activists and calls on Dublin City Council management to implement the following motion agreed at the city council meeting on 10th November 2014:

SOUTH CENTRAL AREA COMMITTEE

489       Councillor Michael Mullooly

This Area Committee welcomes the introduction of the Bulky Household Waste Collection Service. This service is for items that are too large to be collected by a regular waste provider and is an important initiative to prevent the illegal dumping or burning of this material.  As the system has been successfully launched, this Area Committee recommends that the service be reviewed to reduce the number of items that can be collected with a new pro-rata charge. When more than five items are collected a new charge is levied and this makes the cost prohibitive. This Area Committee recommends that the list of items suitable for collection be extended and the service target certain areas with free collection days.

490       Councillor Hazel de Nortuin

To ask the Area Manager to support the redevelopment of Labre Park and recognising Traveller Ethnicity. I am asking the Area Manager to allocate some of the lands between the canal and Labre Park for the development of a horse project. This will facilitate the horses currently in Labre Park and critical to Traveller culture to be accommodated during and post redevelopment. 

 

491       Councillor Vincent Jackson

That this Area Committee in view of the pending closure of the Long Meadows Pitch and Putt Course, Sarsfield Road, Ballyfermot, due to the surrendering of the CE scheme to the Dept of Social Protection and the fact I am led to believe that the current sponsors will not seek to renew the lease to operate the facility from Dublin City Council, that we do all in our power to ensure this wonderful facility remains a valuable community resource and we approach active community leaders who may wish to continue this fine facility with CE support etc.

 

492       Councillor Daithí Doolan

That this Area Committee condemns in the strongest terms the recent decision by US President Donald Trump to impose a temporary travel ban on people from 7 specific countries and a ban on Syrian refugees travelling to the US. This ban is an attack on human rights and contravenes international law. The committee urges the Lord Mayor to write to the US Embassy highlighting our opposition to this ban. This motion will be communicated to the US Embassy.
