South Central Area Committee

Wednesday 18th January 2017

 

 

DISCRETIONARY FUND MEETING

A meeting has been scheduled for Tuesday the 31st of January 2017 in Eblana House, Marrowbone Lane, to discuss a list of proposed area projects for the 2017 allocation of the Discretionary Fund. Time to be agreed with the Members.

 

Community Grant Scheme 2017

Work has been completed on the Community Grant Scheme and the Informal Education Grant Schemes.

 

 

SOUTH WEST INNER CITY AREA OFFICE REPORT

New Public Park, Cork Street

A Part VIII Planning Application for a 0.6 hectare neighbourhood park on the site of the demolished Chamber Court and Weavers Court flats on Cork Street was agreed at the December 2015 City Council meeting. A preferred contractor has been selected and it is expected that site works will commence next month.

 

Dolphins Barn

A Public Realm Improvement Plan for Dolphins Barn is being prepared at present. The cost associated with the plan is provided for in the 2016 Discretionary Fund. A very well attended community workshop took place in St. Andrews Community Centre on 28th November. Councilors will be informed of a second community workshop which is expected to take place next month.

 

Crane Street/Sugar House Lane

It is planned to enhance pedestrian access along this important and busy tourist route. The works include the widening of the existing footpaths and the narrowing of the carriageway. A Part VIII planning application was agreed at November City Council meeting with construction likely to take place this summer/autumn.

 

Francis Street

A consultant has been appointed to facilitate the preparation of a Part VIII planning application for the Francis Street Environmental Improvement Scheme. Stakeholder meetings with local residents and businesses are due to take place next month.

 

St. Luke’s Church

Enabling work commenced in late September last year in relation to the conservation and adaptive reuse of St. Luke’s Church. Dublin City Council will, at the same time, create a small urban park in the north graveyard (facing St. Luke’s Avenue) and carry out improvements to the south graveyard (access via Newmarket Square). The tendering process for the park/graveyard works is underway and I expect to have a timetable shortly.

 

Michael Mallin House

Works to convert 4 bedsits into 2 x 1 bedroomed units are due to commence in early January with an expected completion date of March 2017. Similar work is ongoing in Basin Street to convert 8 bedsits into 4 x 1 bedroomed units. 

 

Public Light Improvements Thomas Street-James Street

A programme to install 48 heritage-style lighting columns on Thomas Street and James Street has commenced and is expected to be completed in March. The  ...  view the full minutes text for item 4.

January 2017 Motions

DUBLIN CITY COUNCIL

SOUTH CENTRAL AREA COMMITTEE

18th January 2016

 

479      Councillor Tina MacVeigh

Noting:
- the historic importance of the Iveagh Markets;
- the lack of community amenities in the Liberties Village;
- the length of time the Markets have remained undeveloped and the contribution this makes to the severe dereliction of the area of special character of John Dillon Street and surrounds, this Area Committee requires that Dublin City Council should :
1)  Fulfil its own mission to tackle dereliction and take back responsibility for the development of the Iveagh Markets including a consideration of acquiring the building if necessary/possible;
2)  Commit and secure funding to develop the building within a two years as a central hub for community, cultural, social enterprise, tourism and heritage activities in the Liberties.
This redevelopment of Iveagh Markets should be addressed urgently as it affects the development of the surrounding area and impacts negatively on local communities.

We also agree to forward this motion, if agreed, to the next meeting of Dublin City Council for consideration'.

 

480      Councillor Daithí Doolan

This Committee commends the residents of Tyrone Place on the recent report into dampness in the flats. That Dublin City Council compiles and publishes, within 8 weeks, a report outlining the best option for Tyrone Plane. The report will include exploring the options of DCC accessing finance to carry out refurbishment of the flats or detenanting the flats and redeveloping the site. 

 

481      Councillor Greg Kelly

This Area Committee asks the Council to have the laneway at the rear of Balfe Ave, Walkinstown (Entrance opposite the Up’s A Daisy Crèche on Somerville Park.) to be concreted. The surface of the lane way is very uneven and the residents in the area are quite elderly and I feel this is an accident waiting to happen. This laneway is also attracting a lot of dumping and if it is concreted also it would make it easier to try and keep clean.

 

482      Councillor Paul Hand & Councillor Pat Dunne

That this Area Committee supports the ongoing work of Addiction Response Crumlin and commends all the staff there in providing necessary services throughout the Dublin 12 area. Furthermore this Area Committee supports the continued presence of ARC at their current premises on the Crumlin Road and hope that they can secure their long term future at this location. To this end, we request that on agreeing this Motion this Area Committee write to the following Ministers and Government Departments to request a grant so that ARC can purchase their current home as outlined in their proposal document which is to accompany the letter to the relevant bodies.
