Motion from Councillor Paddy Smyth

This committee calls on the Manager to identify an area of paving in the area which is heavily affected by dog fouling (e.g. outside Herzog Park or the junction of Claremont Road and Serpentine Road) and, after consultation with local residents and businesses, paint a large set of eyes (approx 3 to 5 metres wide) on the pavement that is clearly visible to passers-by.

There is considerable evidence to suggest that this would serve as a cheap but effective method of deterring anti-social behaviour such as dog fouling.

This committee requests the Manager to retain the old green nameplates where possible and slow down the apparent programme of replacing these with the new blue signs.

That the following cycleway be repaired and cycle lanes marks reinstated at Terenure Place as a matter of urgency:

 

·        The surfacing of the cycle lane going south from Rathgar to Terenure is in very bad condition and parts of it need resurfacing where it is badly pitted and uneven.

 

·        Terenure Road West was recently resurfaced right down to the traffic lights at the Bank of Ireland branch in Terenure.

 

·        Going south when the road lines were repainted the cycle lane was left out from the lights at BoI to Eddie Rockets. There are two lanes of traffic - one for Templeogue Road and other Terenure Road West. When traffic is moving and busy it is very dangerous for cyclists as they are getting pushed off the road by vehicles accelerating onto Templeogue Road.

 

·        Need a cycle lane to be marked onto the road or the concrete dishing into the car park of Eddie Rockets needs to be changed in some way.

That the DCC / SDCC be re-established as a matter of urgency.Tymon Park has run out of time. This relates to measures to prevent the Poddle River from overflowing and this proposal was motivated by the 2011 flooding in Harold’s Cross and beyond, which resulted in houses being, flooded the loss of life of a woman in a basement in Parnell Road. Currently house owners in the areas affected cannot get house insurance, and some have difficulty in selling their houses.

 

We have to see if it is possible to retrieve the process without having to start from scratch? At very least it is essential that Dublin City Council plays its part in progressing measures to make Harold’s Cross a safer place to live and ensures that the Office of Public Works makes the available necessary funding for this tank.

Following the lack of progress subsequent to the letter from An Post to the Area Manager [received by the SEA Office on 19 Feb. 2016 (attached)], given its social and strategic importance in the community, this Area Committee shall write to An Post calling on them to provide a further update since this letter and to facilitate the opening of a Post Office in Sandymount without delay.

That a no dog fouling sign be placed on number 4 lamppost on Leukos Road just next to the green area that many dog owners use as a toilet for their dog.

That the Environmental Health and Planning Departments give an update on progress in addressing the ongoing issues residents in Grand Canal Docks area focusing on planning enforcement issues including out of hours permission work that is being carried out and noise.

That this Area Committee calls on the Area Manager to install street lighting in Grand Canal Dock from the corner of Hanover Quay and Blood Stoney Road towards the locks as a matter of urgency. The lack of street lighting here is dangerous for the residents, particularly as the winter months are approaching and it is also contributing to some anti social behaviour in the area.

That this Area Committee asks the Area Manager to improve the waiting times at the following pedestrian crossings:

 

·        The South Circular Road at Bloomfield Avenue

 

·        Heytesbury Street at the junction of Long Lane / The Meath Hospital

 

The waiting times at these pedestrian crossings are too long and are not being observed as a result. This is also not in keeping with the council policy of prioritising the pedestrian.
