DUBLIN CITY COUNCIL

SOUTH CENTRAL AREA COMMITTEE

15th February, 2023

M224   Councillor Deirdre Cronin

This Area Committee expresses its extreme concern that the Iveagh Markets are perilously close to irreversible damage being done to the structure of the buildings and directs DCC to invoke its discretionary powers under the Planning & Development Act 2000 to safeguard the structure of the Iveagh Markets and to carry out works required to prevent endangerment. A failure by this council to act now will potentially mean that this iconic building will be lost to the citizens of Dublin.

M225   Councillor Deirdre Cronin

This Area Committee welcomes the recent statement in the Dáil by Minister Malcolm Noonan on the national significance & future restoration of the Iveagh Markets.

This Committee calls on Dublin City Council to immediately prepare a Conservation Plan for the Iveagh Markets, the process to include a comprehensive public consultation on the community’s vision for future uses of the Markets complex.

M226   Councillor Daithí Doolan

This Area Committee urges DCC to facilitate consultation between Dwyer Nolan Development Ltd and local services, including the Candle Project, to ensure these services have full access to Lynch’s Lane during construction of 975 apartments on the former De La Salle site.

M227   Councillor Daithí Doolan

This Area Committee expresses deep disappointment and frustration at the fact that, according to the recent Finance SPC report, Dublin City Council intends spending only €24m in development levies on capital projects in Dublin South Central compared to €70m of development levies being spent in Dublin South East in its capital programme 2022-2024.

Furthermore, this Area Committee calls on Dublin City Council to ring-fence an agreed percentage of development levies to assist in the funding of sports, recreational & community facilities in any LAP or residential development in Dublin South Central.

M228   Councillor Máire Devine

This Area Committee welcome the establishment of “Reimagine Marshalsea Group”, comprising of Community & Resident groups and supported by DCC and the Irish Architecture Foundation. Dublin 8 looks forward to the delivery of a community – focused space at this special historic site as a former barracks. We ask that a dedicated suitable staff member provide the relevant technical details to the group so as to allow activation of the space.

M229   Councillor Máire Devine

This Area Committee urge faster timelines for replanting replacement trees. This schedule would include the 14 recently removed from the Tenters area.

M230   Councillor Vincent Jackson

That Dublin City Council Parks Department please look at taking proper charge of the Kylemore Park Play Area in Ballyfermot Dublin 10. The current situation requires ongoing maintenance works to bring back to a good standard and help maintain it going forward, Kylemore Park was subject to substantial works a few years ago in the past 3 years we had to do other works but we lack the ability to maintain to a high standard.

M231   Councillor Vincent Jackson

That this Committee extends its deepest sympathy to the family of the late Anne Marie McQuillan wife of Philip Nolan Bluebell Dublin 12 on her recent sad passing and acknowledges the enormous contribution she made to the Parish and Community of Bluebell over many years. May her family know the deep affection we had for this lady who gave so much even during her illness.

M232   Councillor Vincent Jackson

That Dublin City Council please give me a report on what we can do to deter the accumulation of cars outside people’s homes, scrap in gardens, waste storage in gardens. It appears we as a local authority appear to be unable to stop this anti-social behaviour that we all see too often in our housing estates. Privately owned houses, DCC owner properties people need to know what can be done to deter this behaviour.

M233   Councillor Vincent Jackson

That this Committee requests an explanation on how our older / no Teck savvy housing applicants are going to be treated with their applications going forward when one sees all allocations appear to be going down the choice based lettings model. I feel this new system seriously disadvantages those waiting long periods for housing.
