M108   Councillor Darragh Moriarty (deferred from May meeting)

That this Area Committee welcomes the long-awaited development of the derelict site at the corner of Dolphins Barn/South Circular Road for public housing and calls for Dublin City Council to explore and exhaust all opportunities available to provide a public or community service at ground-floor level. The Cork Street, Dolphins Barn and Fatima areas are full of apartment developments with vacant ground-floor commercial units. This Area Committee is of the view that a community use at this prime ground-floor location could inject much-needed life into Dolphins Barn village. 

 

 

M109   Councillor Darragh Moriarty (deferred from May meeting)

That this Area Committee calls on Dublin City Council to immediately reverse plans not to include a 5-aside community sports amenity in the Emmet Rd development (St. Michael’s Estate). This Area Committee expresses its strong opposition to this measure which would see an existing sports facility, which is used by local residents, stripped away from this community and not replaced. Previous draft plans in 2018 and 2019 included a community sports facility and this Area Committee calls for that commitment to be honoured. 

 

M111   Councillor Máire Devine

That this Area Committee notes with concern the intention to dissolve the Digital Hub Development Agency and hand over its site the LDA. This is contrary to the 2020 review by the Department of Communications, Climate Action and Environment who concluded that this was not the preferred option. We request that an urgent information session be held with members to discuss the future of this site in the heart of the Liberties.

 

M112   Councillor Máire Devine

In light of the lack of green spaces, the conditions in planning permissions for Margaret Kennedy Road development and confirmed significant delay to the Hines development (referred to ECJ), this Area Committee agree to prioritise an interim green space and outdoor play area on the brown site opposite Margaret Kennedy Road and that the manager will apply for the recently announced “Play and Recreation Grant” to assist with costs.

 

M113   Councillor Vincent Jackson

That this Area Committee agree that Dublin City Council arrange a meeting with the management of Park West Cherry Orchard, with a view to re-establishing strong links with the local communities of Cherry Orchard and Ballyfermot. Over the years we previously held such a meeting which resulted in strong links with the local community. However when the Park Manager changed a couple of years ago, there seemed to be a shutter closed resulting in no formal links. Harcourt Developments were always anxious we would meet regularly to see how we could both work side by side to the benefit of both the community and business park.

 

 

M114   Councillor Vincent Jackson

That this Area Committee agree to call upon the powers that be to ensure all serious concerns of anti-social behaviour are addressed in a speedy manner, and if new legislation is needed and if additional staff are required, we ensure this happens. I am at my wits end to help some tenants who are subjected to terror from a few and it appears they can do what they want without any sanction from the local authority or the institutions of the state. There are people out there terrified to say or do anything because they feel they cannot get the protection they deserve.
