The following Emergency Motions were tabled:

 

Emergency Motion in the names of Cllrs. Christy Burke, Anthony Flynn & Nial Ring.

 

That this Area Committee express our heartfelt sadness to the family and community of the late Fergus McCabe.  Fergus was a champion of the people and fought against injustices, was a leader and a man of great dignity.

 

ORDER: Agreed.

 

Emergency Motion in the names of Cllrs. Ray McAdam & Colm O'Rourke

 

That this Area Committee calls upon the Executive to provide a detailed update on the works undertaken to date in respect of delivering and implementing the Neighbourhood Traffic Schemes in East Wall, Cabra, Stoneybatter and Montpelier. Furthermore, this Committee calls upon the Executive to put in place a meeting with Area Councillors before the end of this month so that progress is not lost in advancing these most needed neighbourhood schemes.

ORDER: Agreed. Matter to be included on agenda for meeting to be organised with Central Area Councillors and the Environment & Transportation Department to discuss a number of issues.

 

Emergency Motion in the names of Cllrs. Janice Boylan, Nial Ring & Joe Costello

That this Area Committee calls on Iarnród Éireann, the National Transport Agency and all other relevant stakeholders to investigate, assess and develop a DART commuter station to be located at the Canal end of Croke Park, which would be complementary to the DCC housing and National Handball and Community development at Sackville Avenue. This should be done as part of the proposed plan to extend the DART service to Maynooth and, given that the line is already in situ, it is the view of this committee that the provision of a station at this location would provide a deliverable, cost effective, and much needed addition to the public transport offering in the area. Furthermore, it is the view of this committee that the possibility of the provision of similar facilities at Cross Guns Bridge should also be assessed as the proposed extension of the DART represents a unique, one-off opportunity to provide alternative and additional public transport options for the area. Finally, this committee instructs the Area Manager to write to the Minister for Transport advising him of our deliberations and agreed position on this matter".

ORDER: Agreed. Letter on behalf of the Central Area Committee to be sent to the Minister for Transport.  Letter on behalf of the Central Area Committee to be sent to the National Transport Authority.

Emergency Motion in the names of Cllrs. Cat O'Driscoll, Eimer McCormack, Nial Ring, Cieran Perry, Janice Boylan & Joe Costello.

 

There are valuable and indeed priceless artefacts contained in the Magdalene Laundry building on Sean McDermott Street, and members are concerned that some of them may be in a perilous condition, having suffered long term neglect as well as exposure to internal and external elements which have caused this deterioration.

 

In light of the foregoing, and in order to ensure the preservation of these artefacts, this committee agrees that DCC should immediately commission and complete, a comprehensive record of all artefacts including a detailed description, state of repair, care/repair needed and then submit, to this area committee,  a proposal for the future care, maintenance and custody of the items to ensure their future safety and security, with confirmation and assurances being given as to their availability for public display in any future of museum facility in the laundry building. The committee further acknowledges that the artefacts will remain the property of Dublin City Council at all times.

Emergency Motion in the names of Cllrs. Nial Ring, Cieran Perry, Christy Burke, Janice Boylan, Janet Horner, Darcy Lonergan, Ray McAdam, Anthony Flynn, Joe Costello, Seamas McGrattan, Colm O'Rourke & Declan Meenagh

 

That this committee notes, with disappointment, the continued lack of progress on the building of a new school for Gaelscoil Choláiste Mhuire, Parnell Square, and in also noting that the “temporary” school is now in situ for over 20 years, agrees that the Area Manager should write, on our behalf, to the Minister for Education and the Minister for State with responsibility for Culture, Heritage and the Gaeltacht, expressing the disappointment, concern and  frustration which we share with the parents and Board of Management of the school, at this lack of progress in providing this agreed new school in our area. Furthermore, this committee requests an immediate update from the Minister and Minister for State indicating the progress to date, reasons for lack of progress and specifically a clear indication of the timeline involved in delivering the new school and complementary/ancillary facilities.

RATIONALE:

 

We have all been in receipt of recent correspondence on this issue. In my opinion, we have to show support for this project and a letter to the minister is needed. 20 years is a long wait!

Emergency Motion in the names of Cllrs. Nial Ring, Cieran Perry, Christy Burke, Anthony Flynn, Janice Boylan, Ray McAdam, Colm O'Rourke, Joe Costello, Declan Meenagh,

 

That this Committee requests the Area Manager to write, on our behalf, to the family of the late Fergus McCabe R.I.P. expressing our sincere condolences to them on Fergus' passing. The committee also wishes to place on record our appreciation of the huge contribution Fergus made to this community. Fergus selflessly gave so much of his time, expertise and energy to our community and since the 1980s he was the foremost drug campaigner in the North Inner City and his input into various task forces, state agencies and drug crisis organisations has literally saved hundreds of lives.

We acknowledge and appreciate his leadership and involvements in the National Drugs Strategy as well as organisations such as the Drugs Task Force, Inner City Organisations Network, the Citywide Drugs Crisis Campaign, the Community Policing Forum, NYP and of late, YPAR, demonstrating how Fergus always used his talents, expertise and commitment to put the welfare, safety and future wellbeing of the people of this community to the fore.

Our sympathies especially go to his wife Helena, his children Ella, Kathy and Eoin, his grandchildren and extended family.

That this Central Area Committee request an update as to why the pool in Sean Mc Dermot Street is closed to schools and small clubs in the area, as local schools in the area have appealed to me to ask Dublin City Council to carry out the works needed at the pool.

Motion in the name of Councillor Nial Ring

 

That this Area Committee requests the Manager to examine and implement other ways in which inclusive and meaningful feedback can be collected, such as central postal address, telephone feedback, local collection points for observations/comments/suggestions (e.g. shops, residents groups etc) in order to obtain maximum feedback on the Grangegorman Filtered Permeability Trial and not exclude those who do not have access to internet facilities.

That this Area Committee fully supports the Mater Misericordiae University Hospital (Mater Hospital) proposed development, consisting of 112 beds in a newly commissioned building on site, and acknowledges and commends the hospital management's pre development contact/consultation with all stakeholders including local residents, public representatives and planners.

Motion in the name of Councillor Joe Costello

 

That this Area Committee agrees to make a contribution to the cost of the Stoneybatter Christmas Lights in 2020, as it has done in previous years.  The Christmas lights will provide a necessary lift for businesses and residents following a very difficult year.

Motion in the name of Councillor Darcy Lonergan and Councillor Cat O’Driscoll

 

That this Area Committee requests the Area Manager to call for a meeting with the Parks Superintendent and Head Engineer of the Phoenix Pak to discuss the dangerous lighting currently in the park & seeks seasonal lightning at key commuting/leisure times, 7 am-9am and 5 pm to 10 pm.

 

ORDER: Agreed. OPW to be invited to attend a meeting of the Central Area Committee.

 

Motion in the name of Councillor Cat O’Driscoll  and Councillor Darcy Lonergan

 

That this Area Committee requests a review of lighting in public parks, within the central area, with the aim of improving lighting for morning and evening commuters. With dark winter evenings and mornings approaching and more people opting to walk and cycle the promotion of safe and well lit paths and cycle lanes becomes more important.

Motion in the name of Councillor Colm O’Rourke

 

That the Central Area Committee calls on Technological University Dublin (TUD) to provide space for the kickboxing club in Cabra at the TUD Broombridge Sports Grounds, as part of TUD’s community outreach. A proposed development on Bannow Road in Cabra consists of the demolition of a warehouse unit which is currently the home of the kickboxing club, which would leave the club without a home. The club is of great benefit to the wider community, particularly to young people. 

ORDER: Agreed.  Letter to be sent to Technological University Dublin.
