It was proposed by Councillor Terence Flanagan and seconded by Councillor Ray McAdam “That Dublin City Council adopts Report No. 77/2020 and makes Variation (No.8-27) to the Dublin City Development Plan 2016 – 2022 as outlined in the report”.

 

A general discussion took place on the overall report prior to voting on individual reports.

 

It was proposed by Councillor Pat Dunne and seconded by Councillor Tina MacVeigh that the report be put before the members and rejected in its entirety.  This was put to a vote and rejected.  Details of the vote are contained in Appendix A.

 

An amended table to the report was circulated by Management, including the withdrawal of three variations – Variation No. 9, No. 10 and No. 25.  The Chief Executive advised that the proposed modifications to Z10 mixed use from Z1 were not material.

“That Dublin City Council adopts Report No. 36/2020 as amended and makes Variations (No.8, No. 11, No. 12, No. 13, No. 14, No. 15, No. 16, No. 17, No. 18, No. 19, No. 20, No. 21, No. 22, No. 23, No. 24 and No. 26) to the Dublin City Development Plan 2016 – 2022 as outlined in the amended table above”.   The motion was put to a vote and carried.  Variation No. 14 was carried by the casting vote of the Lord Mayor.

The following motion was proposed by Councillor Dermot Lacey, Councillor Naoise Ó Muirí and Councillor Michael Pidgeon

 

“That this Council proposes that the following be inserted into the City Development Plan in relation to the Z10 zonings as approved at this Council meeting i.e. Variation No. 11, No. 12, No .13, No. 14, No.16, No.20, No. 22 and No. 26.

Dublin City Council recognises that there is an urgent need to rezone land for housing and mixed uses to meet the demands of the City.  This represents an opportunity for Dublin to rejuvenate and grow as a sustainable City comprising vibrant neighbourhoods and sustainable communities.

Adequate transportation, educational health and recreational amenities must be included. As such DCC will require the preparation and submission of a masterplan demonstrating how a sustainable mix of uses will be achieved on the overall site as part of the integrated planning and development of the area.”
