Motion 1 from Councillor Dermot Lacey

This committee requests the manager to provide the inclusion of road resurfacing of Havelock Square in the next relevant works programme.

This committee requests the manager to include Havelock Square in the next round of the LED Public Lighting installation programme.

Motion 3 from Councillor Frank Kennedy

In circumstances where Irish Rail is planning to expand the frequency of Dart services at rush hours, this committee resolves to write to Irish Rail to request some more Dart services to Grand Canal Dock in the mornings. Currently there are only a few early morning options when taking this route and, as crèches in the area don’t allow entry before a certain hour, there is a need for this route to have a train scheduled for around 7:50am and 8am each weekday. The earlier routes are packed way over capacity and so there is a need for another later service than the current 7:28am service.

This committee requests a presentation on the following application:

Location:                     Clonskeagh House, 68 Clonskeagh Road, Dublin 6

Proposal:         The development will consist of demolition of the existing bar known as Clonskeagh House and the development of 39 no. bedroom guesthouse across basement to 4th floor. Fit out works to include the provision of a kitchen, services, staff facilities and ancillary storage at basement level; receptions, bar, restaurant, toilets and ancillary storage at ground floor level; and guest bedrooms and laundry storage at first, second, third and fourth floor levels. All with associated signage, lighting, site works and development works.

Motion 5 from Councillor Mary Freehill – taken with Motion 12.

That Dublin Bus and the National Transport Authority (NTA) be invited to attend our June

LAC to discuss the shortage of buses on the Terenure, Rathgar and Kimmage Road Lower routes. A recent reply from Dublin Bus said:

 

“100 new buses are being introduced into the Dublin Bus fleet this year in conjunction with the National Transport Authority. These are being added on a phased basis to meet with the increase in demand and to further enhance the comfort and reliability of our service for customers who use our services in the Greater Dublin Area”.

 

Access to public transport in the above inner suburbs has now become unavailable from 7.30am on week mornings as all the buses are full when they reach Terenure and Kimmage.  Therefore this meeting resolves that this area meeting impress upon this June meeting the urgent need to have empty buses start from Terenure village and the Kimmage Cross Roads (KCR) to provide a service for the inner suburbs.

Motion 6 from Councillor Mary Freehill

That the Traffic Department provides a mechanical pedestrian crossing on Palmerston Road at the Cowper Road junction.   There are young people in wheelchairs who use this route to Gonzaga School from Terenure and find this crossing extremely dangerous.  This area also has a high elderly population who also need to be afforded safety when crossing Palmerston Road.

Motion 7 from Councillor Dermot Lacey

This committee requests the manager to arrange a meeting between councillors, representatives of the Upper Leeson Street Area Residents’ Association and relevant Dublin City Council officials to discuss ongoing problems with Dartmouth Square Park.

Motion 8 from Councillor Dermot Lacey

In view of the increasing number of serious accidents involving cyclists this committee requests the manager, as a matter of urgency, to conduct a citywide safety audit of all cycle routes with a view to substantially upgrading the safety of all, and requests the Road Safety Authority, the Department of Transport and whatever other state agency can contribute to dealing with this major problem facing our city and citizens and to report back to the council within two months of a plan to deal with this.

 

I am asking that this committee agrees this motion and forwards immediately to the Chief Executive for action.

Motion 9 from Councillors Mary Freehill, Ruairí McGinley, Patrick Costello, Anne Feeney and Claire O’Connor – taken with Motion 17.

That this committee agrees to the implementation of a Village Improvement Plan for Ranelagh.

 

In the interim period that the local area committee embarks on achievable goals and looks at the following along with the Traffic and Community Departments by engaging with the local community and traders through Ranelagh Village Improvement Group to get opinion on:

 

Design and use of the Triangle - in consultation with Ranelagh Village Improvement Group and do a listening exercise through the Community Department with the local community

 

That the Traffic Department examines:

 

·        Traffic movement on Ranelagh Road and Chelmsford Road junction and recommends greater safety for pedestrians, public transport, cycling and private motorists.

 

·        Try to find ways of minimising public notice signs that festoon Ranelagh Road and Mount Pleasant Square.

 

That Waste Management enforces the waste management bye-laws in relation to:

 

·        Bins left on footpaths outside the collection days

·        That private waste management companies comply with regulations in relation to dates and times of collection from the commercial sector in Ranelagh.

 

That this local area committee receives a six monthly progress report on the above.

Motion 10 from Councillor Patrick Costello

That this local area committee calls on the manager to provide full pedestrian crossing at the junction of Chelmsford Road and Ranelagh Road, particularly on Chelmsford Road, which has lots of pedestrians trying to cross the road in dangerous circumstances.

Motion 11 from Councillor Mary Freehill

With regard to the Quiet Way Report, before a plebiscite is carried of residents along the route that an adequate number of presentations arranged by Dublin City Council be made to allow residents become aware of the proposals in this report.

Motion 12 from Councillor Mary Freehill – taken with Motion 5.

The National Transport Authority (NTA) has promised to restore the St. Stephen’s Green route for nos. 15, 14 and 140 buses when the College Green hearing is complete.  We have now been told that the findings will be delayed until the autumn.   Because of the distress caused to many people by not having a public transport service to Stephen’s Green this committee ardently asks NTA to restore the service immediately.  By doing so it would take considerable traffic away from Georges Street.

Motion 13 from Councillor Patrick Costello

Following the recent death of yet another cyclist on our roads this committee calls on Minister for Transport Shane Ross to allocate 20% of the transport budget for cycling and to meet with Dublin City Councillors to discuss cycling projects in the city and further agrees to formally write to the minister seeking these actions.

Motion 14 from Councillor Chris Andrews

Can the manager arrange to have porta loos installed at Portobello Harbour as the residents are plagued with people urinating against their walls when the outside drinking spikes with good weather and also that Dublin City Council would power hose the area first thing the following morning each time there is sunshine and outdoor drinking.

That this committee requests that the manager must install a street cleaning handcart member of staff in the City Quay area as there is increasing number of tourists in the area and consequently more rubbish.

Motion 16 from Councillor Anne Feeney

To ask this committee to request a change in practice in relation to dealing with fly tipping. The current practice of placing a warning label on dumped rubbish bags and leaving the bags in situ for a number of days should cease.  This practice only results in the bags being torn apart, littering lanes, roads, etc. The ‘warning’ label has no positive effect. We call upon the council’s Waste Management Section to remove the illegally dumped rubbish immediately and start an investigation to ascertain the culprits with a view to issuing a fine or legal proceedings.

Can this committee agree to promote the design of a public realm space for the Ranelagh Triangle in order to preserve the architectural, historical, social, cultural and communal aspects of Ranelagh as an urban village?  ‘The soul of Ranelagh is being lost as it becomes a thoroughfare for commuters; the Triangle needs to retain its role as the heart of the village’ says Cllr. Claire O’Connor.  Less than 35% of residents in Ranelagh commute to work by car but residents of Ranelagh still suffer effects of commuters passing through [statistic courtesy of Ranelagh Village Improvement Group].

 

Ranelagh is not included on a list of areas for which local environmental improvement plans will be prepared under the Dublin City Development Plan 2016 - 2022.

Motion 18 from Councillor Claire Byrne – taken with item 3.iii.

That in light of the very serious amount of litter and waste that was left along the Grand Canal and other parts of the South East Area during the good weather earlier this month, this area committee calls on the area manager to explore ways of improving the litter and waste management systems during the good weather, such as increasing the number of large bins available, and investing in an awareness campaign to encourage personable responsibility so people clean up after themselves, bring their waste home, and leave no trace.

Motion 19 from Councillors Claire Byrne and Patrick Costello

That this area committee is outraged by the decision by Dublin City Council to cancel ‘The Question of the Eighth’ as part of the upcoming International Literature Festival, which was to feature an anthology by Irish Times writer Una Mullally and feel that this is an attempt to censor debate on the upcoming referendum and to suppress creativity and artistic activism.

That this area committee commends the great work carried out by The Canals Action Group, Waterways Ireland and Dublin City Council and all the volunteers who kindly gave up their Saturday for the Team Dublin / Canals Action Day on 21st April.

Motion 21 from Councillor Claire Byrne

That this area committee welcomes the expansion of the 30km per hour zones within the city as a traffic calming and safety measure, but calls on the area manager to outline what enforcement systems are in place to ensure compliance as there have been many reports from residents in areas where the limit has been introduced but is not being adhered to.

Motion 22 from Councillor Frank Kennedy

The advertising sign at Dublin Bus stop number 885 (Hollybank Avenue, the stop itself is on Sandford Road) is simply too large for the footpath at this location. It is quite dangerous because pedestrians often will encounter joggers head on when using the sliver of available footpath to get around the bus stop ad hoarding. This frequently results in collision because the parties do not see each other in advance due to the ad sign. In circumstances where there are many such instances at this site on a daily basis this committee resolves (a) to write to Dublin Bus calling on it to remove this sign, but to keep the shelter element of the bus stop and (b) insofar as it is within the council’s power, calls upon the council to revoke the permission or sanction of the advertising sign at this site.

Order: Motion amended to add “This council will also examine the possibility of relocating the bin to the opposite end of the bus shelter” and agreed.
