Motions to the North West Area Managers
1A Motion in the name of Councillor Anthony Connaghan That the Manager liaises with Fingal County Council to ensure that promises made previously relating to the development of Dunsink Lands are fulfilled. We call on the Manager to ensure that the Finglas community gains from any proposals on these lands.
2A Motion in the name of Councillor Gavin Pepper To ask the Manager regarding the 30 days’ notice for closure of the Fine and Dandy pre-school in St Malachys school. This cannot be allowed to happen and alternative space should be provided. Due to the fact that we cannot afford to lose 44 places for children some of which have additional needs and 6 staff who will also lose their jobs. This situation is avoidable and DCC need to come up with a solution.
3A Motion in the name of Councillor Anthony Connaghan, Councillor Conor Reddy and Councillor Leslie Kane NWAC notes that in 2008 before the onset of the Global Financial Crisis Dublin City Council had a staff headcount of 8200. Following austerity and significant restructuring the Council had a staff of5600 in 2016. Staffing levels have improved since 2016 but the overall headcount is still substantially short of pre-crash levels and job vacancies are a problem throughout the City Council. This has had a detrimental effect on service delivery. Some services have ceased entirely (e.g. municipal waste collection), while others have carried on at reduced capacity, putting a strain on staff and leading to worse outcomes for Dublin residents (e.g. reduction in environmental liaison officers and outdoor operational staff). NWAC notes the City Council motion by Cllr Anthony Connaghan recently calling on DCC to provide a plan to recruit an appreciable number of new staff, especially in the outdoor operational areas with a view to further improving the City and its environs…” NWAC therefore calls on the NW Area offices to:
(i) Provide a report on current staffing levels in all operational areas in the NW area with special reference to vacancies and previous staffing levels. (ii) Provide a local plan for recruitment of outdoor operational and housing maintenance staff for the NW area in keeping with the report sought in Cllr Connaghan’s motion at City level. (iii) Call on the City Council to develop a training and recruitment programme for outdoor operational staff in partnership with the CDETB, similar to the programme in operation in the South Central Area but situated in the North West area. (iv) Request funding for additional environmental liaison, Parks and Public Domain staff for the NW area - aiming to restore pre-crash staffing levels and paying particular attention to Cllr’s calls for staff to be present in parks (park rangers/wardens) and for the general upkeep of the area to be improved.
