Request from Councillor Kevin Breen for a Special Meeting of Dublin City Council for the purpose of discussing the ongoing issues of Vacancy and Dereliction across the City. pdf icon PDF 635 KB

The high number of vacant properties and derelict buildings not only detracts from the city's visual appeal but also contributes to a growing sense that parts of Dublin are unsafe. The neglect of these buildings fosters an environment that feels uncared for, leading to concerns around public safety, particularly in areas with high concentrations of derelict sites. Moreover, these issues are linked to the ongoing housing crisis, with many people unable to afford their own homes, young couples struggling to find suitable housing, and an increasing number of young people living with their parents due to the lack of affordable options. The persistence of vacant properties and derelict buildings adds to the frustration and sense of helplessness for those affected by homelessness and housing insecurity. At the same time, we are witnessing a concerning trend of young people emigrating in their droves in search of better opportunities elsewhere.

                                                                 

Furthermore I would like to bring forward the following motion.

·         That Dublin City Council calls on the Irish Government to establish a Special Refurbishment Unit within the Department of Housing, Local Government and Heritage, tasked with refurbishing, repairing and repurposing vacant and derelict buildings across Dublin City which are state owned or owned by DCC

·         That this unit is responsible for proactively identifying vacant buildings across the city and leasing with a comprehensive list of utility companies to identify vacancy.

·         That this Council calls for a significant increase in the RZLT which will further double in the second year.

·         This council calls for the RZLT to be more widely and strictly enforced, including but not limited to over the shop buildings and commercial buildings and that this unit conduct CPO’s on long term vacant properties.

·         That this council calls upon DCC to expand its CPO programme to increase the number of derelict properties they purchase.
