“That the issue of water logged grass and impassable pavement with large long lasting deep puddles and very water logged grassed areas on Clontarf promenade are addressed using green infrastructure, this is particularly difficult for wheelchair users, those with mobility issues and parents with push chairs and young children”

            Reply:

 

In relation to the section of Clontarf Promenade between the junction of Alfie Byrne Road and the car park, it is proposed to upgrade this section as part of the Clontarf to City Centre Project. This segregation of the cycle path from the pedestrian walkway will improve drainage of the area.

The area by its very nature is low-lying, prone to flooding and regular inundation by high tides during storm conditions.  Opportunities to drain this area are very limited as there is no fall on the land and nowhere to drain the water to. Sumps or soakaways are unlikely to be effective due to the high water table.  Similarly, planted areas which can be effective in paved areas would be much less so here for the same reasons. The area will be examined over the winter months to ascertain if there are any localised solutions to the worst affected areas.  De- compaction of poorly drained grassed areas during the summer months can help with infiltration of waterlogging after heavy rains.  However, it is likely that the area to the seaward side of the proposed flood defences will remain somewhat wetter that other open spaces in the area.

“That the issue of illegal car parking on the pavements on Mount Prospect Avenue opposite St Annes GAA training/changing is addressed as over Christmas there was a wheelchair user who was obstructed from using the pavement by a car parked there, could bollards or other pavement protections, signage or other solutions to address this as it’s an ongoing concern at this location”

Additional signage or bollards are not provided on footpaths as a measure to prevent parking as it is illegal to park on a footpath and the installation of additional infrastructure is not sustainable. This is an enforcement issue and the matter will be referred to the Parking Policy and Enforcement team.

“That North Central Area committee organise a meeting with all Bull Island stakeholders/reps on safe access to Bull Island soon to discuss possible solutions as there are still ongoing safety issues at the wooden bridge entrance over Christmas and New year on the causeway, whilst thanking parks for measurers taken before Christmas including pavement protection, marked parking and bicycle parking”

            Reply:

 

The wooden bridge is the property of Dublin Port Company and they manage the traffic lights on the bridge. They have been requested to liaise with the Environment and Traffic Department of DCC who manage the traffic lights on the Clontarf road to see if there are ways in which the traffic movement can be better controlled. The Area Committee will be informed of any proposed changes that come from that consultation.

            Reply:

 

The traffic issues at Richmond Rd. are very complex and well documented at this stage. As we have discussed previously Richmond Rd. was never designed to have the current levels of traffic and local car ownership.

 

The North Central Area Office have modelled several solutions, undertaken a house to house survey and several site visits. Unfortunately, all the solutions modelled only created additional problems elsewhere or exacerbated existing problems. The house to house survey demonstrated that there is excessive unregulated parking in the area. 

 

As with many complex problems the solution to this issue is not simple or cheap. The proposed overall solution will be the introduction or a residential parking scheme and possible realignment of the road.

 

The residential parking scheme requires the completion of a plebiscite and the use of 2 pieces of land with title issues. The issues with one of these pieces of land has been sorted and the issues with the other remain to be solved.

 

Conversations with regard to the realignment of the road have begun and will be actively pursued by the North Central Area Office. This is very complex involving several Dublin City Council Departments and will take a significant amount of time and money to resolve, if possible.

 

We will keep the Area Committee updated on both the Residential Parking Scheme and the realignment of the Road.
