Information Technology - Review of Hybrid Council Meeting

Minutes:

The Members reported that the Hybrid Remote-Physical November City Council meeting was successful and commended the staff of the Chief Executive’s Office and the Lord Mayor for the professional manner in which it was facilitated.  

 

The IT Sub-Committee will meet on 10th December to consider the Councillor Portal element of the new Corporate CRM system, the renewal of the Modern.Gov meetings management system and to confirm the terms of reference for the working group. Cllr. Pidgeon as Chair of the working group invited Members to participate if they so wished.

 

Members highlighted technical issues with accessing some of the recent Development Plan Workshops and the EU Funding Seminar. It was suggested that each online event have a dedicated IT person who could be contacted in case of technical difficulties.   

 

Members also felt that the Etiquette Guidelines for Remote meetings should be reviewed and recirculated.

 

Order: The Manager to investigate and follow up on the issues raised.

5.

Women's Committee Update

Minutes:

Cllr. Darcy Lonergan reported that the Committee had held a productive planning workshop webinar in which consideration was given to the important role the public realm played in creating a safe and secure environment for families. Urban planning was critical in developing public spaces which meet the needs of children, parents and the vulnerable. These issues would be extremely relevant in the context of the new Development Plan. A link to a recording of the webinar is available for any Councillor who wishs to view it.

Councillor Training Programme 2021 pdf icon PDF 412 KB

Minutes:

Ruth Dowling gave a brief presentation and identified several areas which the Members should find beneficial including Personal Safety Training, Social Media Skills, Corporate Ethics and the Management of online meetings.

 

The Members thanked the Manager for preparing the Training Programme and welcomed the introduction Social Media training especially with regards to dealing with online abuse. They suggested that the Chairing of Meetings (online and physical), Standing Orders and the planning system including the role of the Councillor would also be areas that Councillors could benefit from additional training.

 

Councillor Heney informed Members that following the passing of her motion on Dementia Awareness in 2019 only one training session had taken place. She requested that specific training on this issue be identified for Councillors.

 

The Manager informed Members that training was not limited to those areas included in the Training Programme. Councillors have an annual training budget of €1,000 which can be used for additional courses provided they are relevant to the role of an elected representative.

7.

Managers Report

Minutes:

·         The Manager informed Members that the City Archivist Dr. Mary Clarke was retiring from the City Council in December after more than 30 years in the position. The Members expressed their thanks to Dr. Clarke for her dedicated service and wished her well for the future.

 

Order: The Manager to write to Dr. Clarke on behalf of the Chair and the Committee Members expressing their sincere gratitude for her expertise and long service. Acknowledgment of her contribution to the City Council will also be recognised by the Lord Mayor at the December City Council meeting.   

 

·         City Council Pocket diaries for 2021 will be provided to Members and circulated in December. The Manager will contact Councillors and confirm if they wish to receive one. They will be posted out rather than left in City Hall.

·         The new City Council website launched last week and Members can contact the Manager if they wish to provide feedback or make suggestions.

·         The Chief Executive’s Office is preparing a calendar for statutory meetings in 2021 which will be circulated to all Councillors. The Mod.Gov website also contains an online calendar which Members may find useful.

Minutes:

Councillor Micheal MacDonncha informed Members that the Arts SPC wish to establish an Irish Language Sub-Committee and requested approval from the Committee.
