This Area Committee welcomes the opening of the new playground in Kilbarrack and commends all involved including the local community who campaigned and the City Council Parks Department. As well as the ongoing landscaping works we call for the provision of bins at the playground, appropriate fencing between the playground and the  adjacent busy stretch of road where there is no footpath and the dishing of the footpath on the Roseglen side opposite the playground entrance.

Provision has been made for a bin in the playground.  Subject to budget allocations bulb planting will be undertaken in mid to late November and wild flower planting will be undertaken in Spring 2020.  Parks Services are currently reviewing gate designs for the Roseglen entrance.

The request for dishing of the footpath on the Roseglen side opposite the playground entrance will be referred to the Area Engineer for assessment and report to the Transport Advisory Group for their consideration.

 

The Councillor will be informed of the final recommendations of the Transport Advisory Group in the next few weeks. (Enquiry No.7012375).

Motion in the name of Councillor Deirdre Heney

That a pathway be installed around the perimeter of the Donahies Field/Foxhill Field, which could be used by pedestrians, cyclists and children on skates for example, as requested by a local young mother who feels such a path would be a positive in the park as it would draw people into the amenity which is currently seriously underused, constantly strewn with litter, broken glass etc, and even though some people walk their dogs there, very few do so because of anti social behaviour and dumping of furniture/rubbish etc; the fact that there are no facilities within walking distance for children in Ard Na Gréine, that the above pathway be considered as a start for the park.

Reply:

 

Earlier this year the Parks Service engaged with local residents, clubs and schools to ascertain how the community would like to see the park developed over the next few years.  Arising from this scoping exercise the main improvements the community wished to see were scrambler exclusion gates and a perimeter path.

 

To complete a perimeter requires over 600m of new path which would come at a significant cost.  The first 200m or so has been scheduled and will be installed in the coming weeks however to complete same will depend on future budgetary allocations.

Reply:

 

This area has been identified as an area of deficit of play facilities in the Dublin City Parks Strategy adopted earlier this year.  The Parks Service has had a couple of onsite meetings with local residents and is fully supportive of the provision of a playground at this location.  However the delivery of same will depend on a future budgetary provision.

That this area committee requests that the Traffic Advisory Group would evaluate the feasibility of pedestrianising the commercial section of Vernon Avenue and in particular that they would commit to running this on a trial basis for one weekend day to evaluate impact.

Could the Councillors of this area committee be given a direct contact for roads and traffic management for this area rather than making requests through the portal since other engineers and staffs that were our port of contact have been redeployed elsewhere.

Reply:

 

The use of the portal is the most efficient route to logging service requests relating to traffic matters.

 

Since the introduction of the web based mechanism for such requests, backlogs have reduced and better service is accordingly afforded to Members and the Public.

It also has the advantage of not depending on individual engineers being available as a point of contact.

Roads and traffic management matters are referred to a number of different engineers and officers for assessment depending on the nature of the request.

 

The use of the portal is the most efficient route to logging service requests relating to traffic matters to best ensure that the matter is referred to the relevant person as efficiently as possible. The website also ensures that all salient information is captured. It also has the advantage of not depending on individual engineers being available as a point of contact.

 

The Transport Advisory Group Engineer for the North West Area is Catalin Rosca, he will continue to attend the North Central Area Committee on a quarterly basis as was the case for the previous Area Engineer. Catalin will be in attendance at the 18 November 2019 meeting.

Two junctions are dangerous for cyclists with cars crossing over the cycleway, first is at the junction of Howth Road and Copeland Avenue and the second junction were difficulties are encountered with vehicles blocking and dangerously entering the cycle lane is on the Howth Road at the junction of Brookwood Avenue going towards Raheny. The installation of plastic wands at these points would make this junction far safer for cyclists and reduce the potential for collisions in future.

These junctions will be investigated by a member of the Mobility and Planning Unit of the Environment and Transportation Department on week commencing 11th November to assess if plastic wands would be an appropriate solution.  A reply will be issued directly to the Councillor following the assessment.

Reply:

 

There is a major underground cable fault on the supply cable to the lights in question. Public Lighting Services are in the process of getting temporary supplies to the lights in question until the underground cable faults in the area can be rectified.

 

However, due to the location of these lights and the volumes of traffic on the road here, we are limited to when the required works can be carried out.
