1.    Replace the existing bollards with orcas.

2.    Introduce a 2 hour loading-time period for deliveries to businesses.

3.    Clearway from 7am – 7pm be reinstated.

4.    Improve enforcement of illegal parking in partnership with An Garda Síochána.

Emergency motion in the names of Cllrs. Christy Burke and Anthony Flynn

 

That this Committee agrees that the new cycleway park and walk area at Spencer Dock to North Strand, be named after the late local man, Stephen Gateley, former Boyzone member. The family are in support of the naming.

 

ORDER: Agreed.  Motion to be sent to Commemorative Naming Committee.

 

 

Emergency motion in the names of Cllrs. Colm O’Rourke and Ray McAdam

 

That the traffic management department of Dublin City Council immediately conduct a review of the traffic light sequencing in Phibsborough and introduce measures to improve the safety of pedestrians, cyclists and other road users in the area.

 

ORDER: Agreed. Motion to be sent to the Traffic Department.

 

Emergency motion in the names of Cllrs. Ray McAdam and Colm O’Rourke

 

That the Central Area Committee expresses its concerns about the volume of illegal fireworks and bangers, as well as their use across the districts of Dublin Central and calls upon the Gardai to put in place an effective operation and initiative to halt the sale and supply of these fireworks; and to ensure that householders across Dublin Central are protected and kept safe. 

 

ORDER: Agreed. Letter to be sent to An Garda Siochána.  Item to be listed on the agenda for the next Central Area Joint Policing Committee meeting.

 

Emergency motion in the names of Cllrs. Joe Costello and Declan Meenagh

 

Grangegorman Filtered Permeability Scheme

That the Central Area Committee agrees to extend the trial period of the Filtered Permeability scheme at Grangegorman until 31st December 2020 so that an informed assessment can be made of the scheme at the December Area Committee.  During that time the Traffic Department and Covid Mobility Team would undertake the following community consultation and reporting process:

1.     A leaflet to be distributed to all households and businesses in the Grangegorman, Stoneybatter and Phibsborough areas, as agreed at the Area Committee meeting in July;

2.     All the major stakeholders to be consulted including residents’ associations, the business community, each of the primary and secondary schools in the area, TU Dublin, the Grangegoman Development Agency, The HSE Primary Care Centre, the HSE Phoenix Care Centre, the DCC Bring Centre;

3.     The Covid Mobility Team/Traffic Department to liaise with BusConnects to determine the proposals for the Blanchardstown QBC which will cover all of Stoneybatter and Grangegorman

4.     The Covid Mobility Team/Traffic Department to produce a comprehensive traffic modelling report indicating the full impact of the scheme on the wider area;

5.     The issues raised by residents, businesses and institutions to be addressed fully in the report;

6.     The Covid Mobility Team/Traffic Department to give serious consideration to alternative proposals such as segregated cycle routes, time restrictions, speed limits etc. and report back on these;

7.     The Covid Mobility Team/Traffic Department to circulate a comprehensive report to Councillors at least one week in advance of the December Area Committee meeting for discussion and decision.
