Newcomen Bank (Former Rates Office) and City Hall - Donnacha Ó Dualaing and Darragh Cunningham

Minutes:

Donncha Ó Dúlaing and Darragh Cunningham presented on the City Hall and Newcomen Bank Project. Their brief is that across both buildings, DCC will provide exhibition space, cultural uses, meeting facilities and improved working conditions for Councillors. Project completion could be 2022 depended on available Capital Budget.   A site visit will be arranged for interested Councillors.  Cllr Heney requested that an additional working space for Councillors be considered in the Civics given that one room made available was being used currently by Social Democrats.  .

 

 

Order : A working group will be formed from the Protocol Committee to assist with further consultations.  Group to report back to Protocol Committee.  Presentation to be circulated to Committee with amendments requested.

3.

Furniture Supper Room City Hall - Lenzie O'Sullivan

Minutes:

Lenzie O’Sullivan, Senior Architect, presented on furniture options for Supper Room (City Hall) and allowing greater movement through the room.  A selection of suitable furniture was discussed.  Some Councillors requested less leather finishes.  Monitors to be considered for the group party rooms, as well as visible self- service for tea and coffee.

 

Order:  Proceed with order for furniture.

3.

Lord Mayor and directorships

The Lord Mayor has as a matter of good governance asked for a review of the companies be carried out to which the Lord Mayor is an ex officio member and what obligations or risks is entailed for the holder of that office.

4.

Request from the Irish Institute of Irish Legal Executives to use the Council Chamber for their Autumn Seminar on 14th November 2019 (evening)

The above organisation requests the use of the Council Chamber on the evening of the 14th November.  The Chamber is currently free

5.

Request from International Federation of Library Associations (IFLA) to use the Council Chamber for its World Congress in 2020

Dates: 11th August 2020 – 25th August 2020.  The Conference is scheduled elsewhere but they were looking for potential meeting spaces for meetings around the conference.  Dublin City Council is a member of IFLA.

Order : Cllr Pidgeon chair of the IT working Group provided an update. He informed Protocol that the working group recommended to Council that:

·         Councillors requesting to use their own email addresses would do this by request to auto forwarding from the dublincity.ie address.  To deal with corporate risk they must sign form confirming that the relevant email address adheres to DCC Cyber Security Guidelines.

·         Newly elected Councillor will receive correspondence shortly regarding laptop and/or printer provision.

·         Re-elected Councillors can request a replacement laptop as their existing laptops come to end of life from 2020 onwards.

·         IT working group to remain in place to examine the advantages of Public Representation system and other IT issues relevant to Councillors
