The Lord Mayor opened the meeting by giving a brief outline of how the business of the evening would be conducted. He asked the City Council to suspend Standing Orders so that he could allocate 2 minutes speaking time to each Member. This was agreed. The Lord Mayor then said he would second all the motions that were before the meeting and that Councillor S Mc Grattan would second his (Lord Mayor) motions. He went on to remind Members of their obligations to avoid any issue that could be deemed to be a conflict of interest for them. Ms Deirdre Ni Rhallaigh then read the relevant excerpt from the Code of Conduct for the Members and they were advised that the responsibility was theirs to access any potential conflict of interest and to declare it and withdraw from the Chamber for the duration of that item.

Agreement on the order in which Motions in relation to the Draft Dublin City Development Plan 2016 - 2022 will be taken.

Minutes:

Mr Jim Keogan, Assistant City Manager, Planning & Property Development Department, acknowledged that the making of a Development Plan was a challenging process with tight timeframes. The current process started two years ago, had three statutory public consultation periods, many meetings, approx 2,000 submissions and over 1,500 motions. He said we had arrived at the final stage which must conclude by the making of the Development Plan 2016 – 2022 by midnight on Monday, 26th September. He said that Reports Nos 263/2016 and 264/2016 were now to be considered and he explained the method by which the matrix of motions would be used in conjunction with Report No 264/2016. He gave any clarifications that were requested and it was then proposed by Councillor V Jackson and seconded by Councillor M Flynn “That the meeting proceed as outlined by the Lord Mayor and Mr Keogan” The motion was put and carried.

Consideration of Report No. 263/2016 of the Chief Executive's Report on Submissions Received on the Proposed Amendments to the Draft Dublin City Development Plan 2016 - 2022. pdf icon PDF 3 MB

Minutes:

It was proposed by Councillor R McGinley and seconded by Councillor C Burke “That Dublin City Council considers submitted Report No 263/2016 of the Chief Executive on Submissions to the Draft Dublin City Development Plan 2016-2022 as being read and agreed unless item is subject of a Motion” The motion was put and carried.

Full details of all the motions and decisions made in relation to each can be found in Appendix A to these minutes. The recorded votes are attached to these minutes as Appendix B and the Vote No is indicated and referenced at each relevant motion.

 

When Motion No 5056 was reached, the following Councillors declared a conflict of interest in relation to their involvement with either DIT or CDETB and withdrew from the Chamber for the duration of the debate and vote on this item :Councillors C Cuffe, P Bourke, A Clancy, C Carney Boud, R Moynihan, C Ni Dhalaigh, J Boylan and P Costello.

 

Councillor N O Muiri wished to have his opposition to Motion No 5070 to be recorded in the Minutes. Councillor C Ni Dhalaigh informed the meeting that the Chairperson of the Board of St Teresa’s Regeneration Board was not in agreement with the motion submitted by her in this regard, Motion No 5063. Councillor T MacVeigh requested that her name be added to all motions in relation to St Teresa’s Gardens.

 

The meeting was adjourned at 8.26pm to allow time for the various political groupings to consider the motions on height in the city. The meeting resumed at 8.45pm when the following Composite Height Motion was put to a vote (Vote No 9) and agreed :-

“That this Council agrees to a height limit of 24m in inner city low-rise areas and 16m in the outer city in relation to residential”

 

 

5.

Adoption of the Dublin City Development Plan 2016 - 2022.

Minutes:

It was then proposed by Councillor S McGrattan and seconded by Councillor M Flynn “Taking account of directions of  the members of the authority in relation to the Chief Executive’s Report numbers 263 & 264, regarding the preparation of the Draft Dublin City Development Plan 2016-2022, the proper planning and sustainable development of the City, the statutory obligations of the local authority and the relevant national policies and objectives of the Government or of any Minister of the Government; it is hereby recommended that this City Council resolvesthat the proposed Material Alterations to the Draft Dublin City Development Plan 2016–2022 be made, and that the Dublin City Development Plan 2016-2022 is now made in accordance with the Planning and Development Acts, as amended. It is further resolved that the seal of the Council be affixed to the documents incorporating the original draft and all the agreed amendments which together are the Dublin City Development Plan 2016–2022 and that the necessary notices of the making of the Dublin City Development Plan 2016-2022 be published in accordance with the said Acts”. The motion was put and carried.
