The Lord Mayor opened the meeting by outlining the process by which the meeting would be conducted in order to ensure the smooth running of the meeting.

Mr John O’Hara, Dublin City Planner, gave the background to the process and it was agreed that when Report No 176/2017 was reached, each motion would be taken in index order, unless grouped with similar motions. Each motion would be deemed to be proposed by the submitting Councillor and seconded by the Lord Mayor.

The meeting adjourned at 4.05pm to allow time for Group Leaders to agree on a format to deal with motions where the situation arose that the approval of any motion impacted on other following motions. The meeting resumed at 4.50pm. The Lord Mayor then informed the Members that he was disregarding a vote taken on Motion No 1012 before the recess and that this was allowed under Standing Order No 53. The voting record in question was destroyed and forms no part of these minutes. The meeting broke for refreshments at 6.05pm and resumed at 6.40pm.

 

The Deputy Lord Mayor, Councillor Rebecca Moynihan, took the chair in the absence of the Lord Mayor from 7.20pm to 7.30pm. There was a further adjournment of the meeting from 7.35pm to 8.10pm to allow Members further discussion time to agree on a possible composite motion.

It was proposed by Councillor V Jackson and seconded by Councillor S McGrattan “That Dublin City Council considers submitted Report No 141/2017, including addendum, of the Chief Executive - Report on submissions received from the public display of the Poolbeg West Draft Planning Scheme, April 2017 as being read and agreed unless item is subject of a Motion.”  The motion was put and carried.

It was then proposed by Councillor R McGinley and seconded by Councillor A Clancy “That Report No 176/2017 of the Chief Executive  - Report and Recommendations on Councillor Motions on the Poolbeg West Draft Planning Scheme  be considered”.  Accordingly all motions as listed were put to the meeting. Full details of all motions, any amendments and final decisions can be found in Appendix A to these minutes. All votes taken are referenced to the relevant motion and are attached as Appendices B.

Adoption of the Poolbeg West SDZ Planning Scheme

It was proposed by the Lord Mayor and seconded by Councillor R McGinley “That Dublin City Council, having considered the Poolbeg West draft planning scheme and the Chief Executive’s Reports Numbers 141/2017 and 176/2017, in accordance with the Planning and Development Act 2000 as amended, hereby resolves to make, subject to variations and modifications as agreed at this Special Council meeting, the Poolbeg West draft planning scheme subject to the making of a determination if a strategic environmental assessment or an appropriate assessment or both such assessments, as the case may be, is or are to be carried out as respects one or more than one proposed variation or modification that would, if made, be a material alteration of the draft planning scheme, and if so, the planning authority shall publish notice of the proposed material alteration and the making of a determination on environmental assessment for a period not less than 4 weeks, and that written submissions will be taken into account by the authority before the draft planning scheme is made.”  The motion was put and carried.

The Lord Mayor thanked the Chief Executive, the Planning Officials and the Members for their engagement with the process and the meeting concluded at 9.10pm.
