The Lord Mayor opened the meeting by referring to the motion on the Agenda to rescind a decision of the City Council. He informed the meeting that. Councillor Ryan had put forward two amendments to the motion on the Agenda. He said that the first of these was being ruled out of order. Councillor E Ryan requested a 20-minute adjournment of the meeting to discuss this. The Lord Mayor requested that a vote be taken on the issue of suspending Standing Orders to continue the meeting without adjournment. Vote No 1 was taken and the decision made by the City Council was to continue the meeting without interruption.

Councillor Ryan then put forward her 2nd amendment to the motion on the Agenda - this was submitted in her own name and that of Councillor Cieran Perry. This amendment was seconded by the Lord Mayor, put to a Roll Call vote (Vote No 2) and defeated. The original motion was then put and carried as follows: Motion submitted by Lord Mayor Brendan Carr and Councillors Seamas McGrattan, Janice Boylan, Larry O'Toole, Míchéal MacDonncha, Ciarán O'Moore, Noeleen Reilly, Cathleen Carney Boud, Anthony Connaghan, Daithí Doolan, Greg Kelly, Ray McHugh Alison Gilliland, Dermot Lacey, Ray McAdam and Andrew Montague pursuant to Section 30 of Standing Orders -"The City Council hereby rescinds it's decision to adopt Motion No 36 on O'Devaney Gardens on 25th of July 2016. The motion as passed is not consistent with City Council plans or Government policy. "That Dublin City Council determines in accordance with the provisions of Section 20 of the Finance (Local Property Tax) Act 2012 (as amended) that the basic rate of Local Property Tax should be varied downwards by 15% for 2017 in respect of relevant residential properties situated in the administrative area of Dublin City Council".

 

       II.        Submitted by Councillor s  R. McAdam and A. Feeney -

     “That Dublin City Council determines, in accordance of the provisions of Section 20 of the Finance (Local Property Tax) Act 2012 (as amended), that the basic rate of local property tax should stand varied downwards by 15 per cent for 2017 in respect of relevant residential properties situated in the administrative area of Dublin City Council.”

 

      III.        Submitted by Councillors M. O’Brien and P. Dunne :-

“That Dublin City Council determines, in accordance of the provisions of Section 20 of the Finance (Local Property Tax) Act 2012 (as amended), that the basic rate of local property tax should stand varied downwards by 15 per cent for 2017 in respect of relevant residential properties situated in the administrative area of Dublin City Council.”

 

     IV.        Submitted by Councillor D. Lacey, Lord Mayor B. Carr, Councillors M. Freehill and R Moynihan

"That Dublin City Council determines, in accordance of the provisions of Section 20 of the Finance (Local Property Tax) Act 2012 (as amended), that the basic rate of local property tax should stand varied downwards by 7.5 per cent for 2016 in respect of relevant residential properties situated in the administrative area of Dublin City Council.*

Following discussion during which Ms Kathy Quinn and the Chief Executive answered queries from Members, Motion No 1 was put to a vote and agreed – Vote No 4.  Full details of the vote (Vote No 4) can be found in Appendix C to these minutes

Ms Kathy Quinn thanked her staff and the members of the Budget Consultative Group for their input into the process. The Members thanked Ms Quinn and her team for all their help and co-operation.
