Colm Ryder queried the minutes regarding the consultation process on 30Km speed zones. Brendan O’Brien clarified the consultation process was in relation to 30km zones in residential areas only, in accordance with Department of Transports Guidelines.  Commitment was given at last SPC to consider how to deal with arterial routes and it was agreed to come back to committee on arterial routes by the end of the year.

Brendan O’Brien addressed a number of issues raised by members in relation to the proposal.   No legal issue with the bye-laws, bridge reverted back to DCC and the tolls were minuted at the City Council meeting at the time.  New toll bye-laws to reflect the increase in the tolls.  Members agreed that the draft bye-laws go to the February City Council Meeting to initiate the public consultation process.

Antonia Martin gave a presentation on Velo City Conference 2019 and addressed questions raised by the members.

Deirdre Kelly was introduced to the SPC members as the Walking and Cycling Promotional Officer.   Antonia Martin gave a presentation on Sustainable urban mobility, active mobility action plan, improved communications cycling and walking digital on-line surveys.  Community engagement strategy, engaging with Councillors via the Area Committees.   Antonia answered questions from the members.

Brendan O’Brien gave an update on the Royal Canal Phase 2 project and invited members to visit the site in February at a date to be decided.

·         Public Transport Sub-Committee

Members to decide on membership and terms of reference for the two sub-committees.  Proposals for two sub-committees must go to Corporate Policy Group for approval.  Brendan O’Brien advised of omission on template for Public Transport Sub Committee that the  NTA should have been included. 

Deputy Chair and members requested email go to all members under various heading for   members to put forward any amendments or changes to the draft terms of reference and proposed nominations. A closing date of 13^th February 2020 was agreed for return of these proposals. Proposed to have agreement on this before the next Corporate Policy Group meeting due to be held the 28^th February 2020.

That this SPC of Traffic and Transport facilitate a presentation by Irish Rail on rail transport infrastructure and planning for the future need of commuters in the Dublin region area.

The NTA have agreed to make a report to the SPC on Irish Rail Infrastructure Projects which have been funded by NTA.

In the light of the long lead-in times to all major cycling infrastructure project timelines, and the recorded increase in serious injuries, this Transport SPC requests that the Environment and Transportation Unit of the City Council prioritise a variety of ‘Quick Wins’ that improve the safety and comfort of people walking and cycling throughout the city. This to be done in consultation with stakeholders.

Brendan O’Brien updated committee on some of the major infrastructure project.  Interim measures anticipate 10 km interim measures on cycle lanes, variety of measures to be implemented, a small team working on this.  Have been criticised for not having proper infrastructure so concentrating on getting major infrastructure done.  Hope to achieve 10 km of interim measures this year. 

Colm Ryder Dublin Cycling Campaign suggested the possibility of making things better for cyclists and pedestrians with easy fixes when road maintenance works are taking place.

Cllr Anne Feeney supported the motion, there will always be big projects but should have listing of a number of quick wins that can be looked at to see what is possible in particular focusing on safety issues. 

Martin Hoey PPN has no issue with quick wins but not where there is shared space, footpaths should not be considered for quick wins.

Gary Kearney PPN – requested that they are advised and aware of proposed quick wins to ensure no issues for vulnerable road users.  

Cllr Janet Horner – quick wins can they be prioritised more clearly in the TAG System.

Cllr Mannix Flynn – Opportunity for quick wins. A lot of issues are in relation to behaviour rather than infrastructure.  Bike stands required. Protocol around construction vehicles – need to be well lit up, coming into tight spots, they must be clearly visible. Infrastructure in housing complexes where people can have their bikes secured.
