Bus Connects - Presentation by the National Transport Authority

Presentation was given on the Bus Connects project by Mr Hugh Creegan, Director of Transport Investment and Taxi Regulation, Deputy Chief Executive, NTA and Mr. John Fleming, Director of Infrastructure, Bus Connects, NTA. 

 

The two main issues addressed related to Core Bus Corridors Project and Bus Network Redesign.  Both speakers addressed questions raised by members.

A presentation was given on Docklands Bridges by Ms. Marie Gavin, Senior Resident Engineer (see attached). Ms Gavin addressed questions raised by the members.  An update on Dodder Bridge will be given at next meeting of the Traffic and Transport SPC.

Report presented on Public Consultation on Dublin City Councils Speed Limit Bye-Laws.

 

Members agreed to proceed with Special Speed Limit draft bye-laws as submitted, to next City Council Meeting for adoption.   Commitment given by Brendan O’Brien to consider including some arterial routes in the next review of bye-laws to take place in 2020.

Proposal to Increase Membership of Traffic and Transport SPC - Chairperson Councillor Christy Burke

Proposal to increase membership of Traffic and Transport SPC to include Dublin Town which requires the addition of two Councillors.  Proposal to go forward to next City Council Meeting for formal approval.

Motion in the name of Martin Hoey, Public Participation Network

The Committee requests Dublin City Council to review and bring forward new Dublin City Council Appointed Stands, Street Service Vehicles (Taxi), Bye-Laws to incorporate Section 15:

That a designated Bay be createdat the top of every Taxi rank that allows a wheelchair accessible Taxi to move out of a rank and pick up a passenger who requires its service with ease. This space will only be used where either an accessible Taxi is dropping off a person with a disability or where a person with a disability appears at the rank. It is not too be used for ordinary rank work. The space allocated will be large enough for a large wheelchair accessible car to fit and will include space at the rear for the use of a ramp and wheelchair access.  The Space provided will be marked appropriately and painted blue in colour with a wheelchair symbol and the words TAXI ONLY underneath in white. The minimum safe length required for the space is around 7.7 meters long for rear loading vehicles plus there should be a sloped footpath access to the rear of this space. There should also be no footpath obstructions for side loading vehicles.

Brendan O’Brien, Acting Executive Manager, Traffic advised the Committee that changes to Bye-Laws as it is a reserved function of the City Council.  Members requested Dublin City Council to start process to review current Dublin City Council Appointed Stands, Street Service Vehicles (Taxi), Bye-Laws.  Bye-laws to include this proposal.
