Order: Elaine Mulvenny, Vanessa Carey and Deirdre Murphy updated the Committee on the  local  safety forums,  Reports were circulated prior to the meeting.

 

Elaine updated the Committee on the Edenmore and Donaghmede local safety forums, an  area of concern in Edenmore is the park and the NCA are funding reinstating boundary railings.  The main concern in Donaghmede is the Dart station.

 

Vanessa Carey up-dated the forum on the Clongriffin/Belmayme forum.   The Garda Clinic is now in operation on a Saturday morning in the Junction Clongriffin.  This is open for members of the public to voice their concerns regarding local garda issues.  The Neighbourhood Watch Scheme is well attended by residents from the area.

 

Deirdre Murphy updated the Committee on the Darndale/Belcamp/Moatview safety forum. There have been very positive developments in Darndale Park with increased usage, the ‘Football Academy’, the ‘Park Run’ and the ‘Celebrity Football Matches’ held on 8/9/18 are all proving to be hugely successful.

Illegal dumping remains an issue in Darndale with much of the dumping consisting of recyclable goods such as bottles and cans.  Cllr. Mahon queried disposal of waste,  Deirdre advised when the last compliance survey  was carried out in the area,  90% of people were compliant, just because someone is compliant doesn’t mean that they actually use their bin. Dave Dinnigan  advised  that Darndale will be used as a pilot programme to educate people with regards to illegal dumping,  DCC will come back to the committee regarding this.  Cllr O Toole spoke regarding a safe way for people to report illegal dumping in confidence. Cllr Lyons commended DCC with regards to all the really good work that has happened in the Darndale area.  He queried if the guards were aware of the increased use of crack cocaine in the area, they weren’t aware of an influx of the drug.

Order: The Garda discussed the statistics for DMR North.

 

 Superintendent Donnelly spoke about the Garda Clinic established at Clongriffin.  Deputy Haughey queried if there was a demand for this station to be provided on a full-time basis. Chief Superintendent Curran advised he is not looking at it formally, he needs to talk to the new Commissioner regarding his vision of policing, people want guards on the street not in stations. Garda Eoin Beatty, who co-ordinated the Edenmore Garda Clinic has been promoted, Cllr. O’Moore advised that the residents of Edenmore send their best wishes to Garda BeattyCoolock.  Arrangements have been made to continue with the clinic operation by the Community Policing Unit.   .  Cllr Moran referred to an increase in anti-social behaviour in block 6 Cromcastle, Superintendent Donnelly will look into this. 

 

Superintendent O’Connor advised crime is down in the area but there is an increase in burglaries.  Cllr O’Muiri spoke about the anti-social behaviour in Collinswood and Thornwood, Superintendent O’Connor was not aware of an increase in anti-social behaviour in the area but will look into it. 

 

Cllr. O’Toole requested an update on personnel at the next meeting, will there be a replacement for Inspector Healy and update on number of community guards.

Order:  Inspector William Casey gave a presentation on Drug Debt Intimidation followed with a question and answers.

Order: A report on Halloween was circulated prior to the meeting from Public Domain and Community.  Dymnpa McCann, Public Domain Team DCC  informed Committee that they will be co-ordinating removal of Bonfire material for the North Central Area and have Circulated the Emergency number 01- 6796186.  The Public Domain Team will be on call Halloween weekend.  The Litter Wardens contacted local shops regarding shopping trolley removal, they also contacted owners in the Industrial Estates to keep anything that can be used for bonfire material to be kept out of reach.  Cllr MacDonagh asked for debris from the storm to be removed prior to Halloween.  Cllr O’ Toole spoke regarding the reduced amount of bonfire material coming from the factories and thanked DCC for the quick removal of same.  Cllr O’Farrell asked could specialised mats be put down indicating where bonfires should be lit, Dympna McCann advised this is not common practice but she will discuss with Parks.  Cllr Moran asked can there be school talks prior to Halloween to educate the children on the dangers of Halloween, Dympna McCann advised Fiona Moore carries out this Halloween programme to schools.

 

Ciaran O’Mahony, Community Development, DCC, spoke regarding the Halloween events in the NCA..   Cllr’s also asked for next year can there be additional venues in the NCA.  Dave Dinnigan advised that events are held in places where there is more negative behaviour, it is not viable to have too many events.  Ciaran O’ Mahony advised Cllr’s to contact him via e-mail with these details of possible new even venues

Reply from Office of the Commissioner regarding resourcing as requested by the JPC Committee:

 

Order:Councillors felt this letter didn’t include much detail regarding resources. Chief Superintendent Curran to speak with new Commissioner regarding his vision of policing.  Resources have been an ongoing issue for the guards.
