Parking and Traffic issues in and around access to the shops at Clare Hall - Cllr Tom Brabazon

Minutes:

Order: Clare Hall resident Darren Kelly gave a presentation on traffic and parking issues at Elmfield Way, Clare Hall.  Deputy Broughan asked can this issue be considered under TAG,  Elaine advised an application was submitted to TAG before but was rejected.  Chief Superintendent Mark Curran referred to it as a design and compliance issue, he supports the suggestion of double yellow lines/speed bumps and suggested contacting Traffic Sergeant Sean Hurlihey.  Elaine Mulvenny requested Darren to compile photos showing date and time of black spots, she   will arrange an on-site visit  with Garda Sean Herlihy within a fortnight.

Order:The Garda discussed the statistics for DMR North. There will be new garda resources in place by September/October 2018.  There is a big reduction in minor assaults in the Coolock sub-district.   Deputy Broughan welcomed all the work done by the Public Order Unit.  He also spoke about how 200 residents in Clongriffin have made complaints about anti-social behaviour. Sergeant Creedon spoke regarding the number of bike robberies in the Clongriffin area, people are leaving bikes on balconies in ground floor apartments and unlocked in sheds. Inspector Armstrong spoke about Operation THOR which was put in place in June for 3 weeks in Darndale.  43 prisoners have been arrested, emphasis are put on getting these convictions to court as soon as possible.  All calls to the Garda station’s are all managed and prioritised through Garda HQ in town.

 

Superintendent O’Connor spoke regarding increased anti-social behaviour in the dart stations.  The Garda do not have the resources to patrol these stations, Cllr Mac Donncha spoke regarding how Iarnrod Eireann need to change their policies regarding security staff in dart stations. 

 

Chief Superintendent advised the Garda are working close with Neighbourhood Watch groups in the Santry area.  There is an increase in burglaries in the area and a lot of these are from offenders coming out from town. Cllr Bourke asked is there a pattern of times etc these burglaries are occurring, Chief Superintendent advised the garda have an idea of who is committing these crimes, these issues will be dealt with when the new garda resources are allocated in September.

Minutes:

Order: Chief Superintendent Curran spoke about the very serious incident involving a scrambler bike in Darndale park on Saturday 9th June.   Chief Superintendent Curran advised patrols have increased in the Darndale area and they want to be able to implement a containment policy to catch the offenders in the act instead of endangering them by giving chase.  If they offenders fall off the bikes while been chased by the garda the garda can be prosecuted under GSOC.  It must be a co-ordinated approach, in the North West Area in Ballymun 7 bikes were seized in one morning.  Inspector Armstrong spoke regarding the importance of getting information from the community about the location these scrambler bikes are being kept in.  The members spoke regarding similar scrambler bike issues in Park’s in Donaghmede and Edenmore.  There is a Dept. of Justice inter-departmental group looking into scrambler bikes.  The guards can only enforce park bye-laws, prosecution through the Courts can only be done under the Road and Traffic Act.

Sub -Garda Station in Clongriffin

Minutes:

Order: Chief Superintendent Curran advised it is not within his power to set up new garda stations, this is a political decision, It is very expensive to open a new garda station, when the new garda resources are allocated in September/October there will be an increased Garda presence, he also hopes to increase mobile bike units across the division.  Cllr. Gilliland referred to the pop up Garda presence in Edenmore which works very well, would it be possible to have the same in Clongriffin as there is space.

Minutes:

Cllr. O.Brien had requested that he wished to raise the issue of burglaries in Parkside, Clongriffin under AOB.  He invited Mr. David MCarthy, Parkside resident to attend the meeting.  Cllr. O’Brien was not in attendance, and upon a request from Mr. McCarthy Cllr. OToole, Chairperson gave permission for him to address the Committee regarding the break-ins and stolen bikes in the Parkside area.  Mr McCarthy advised they are in the early stages of setting up Neighbourhood Watch.  Sergeant Creedon advised he will meet with the Neighbourhood Watch and give assistance as required.

 

Cllr. Gilliland requested that the Garda Consultation Report be included on the Agenda for the October JPC.
