Presentation from Mick Clarke, Evictions Office

Minutes:

The following points of interest were discussed and comment given by the members present.

 

·         New legislation in regards to evictions and exclusion orders for Local Authority Housing came into effect in 2014.

·         Successful training programme carried out.

·         Current tenancy agreement under review.

·         Policy and Procedures surrounding the execution of both evictions and exclusion orders.

·         The number of tenancy warnings, evictions and exclusion orders carried out by Dublin City Council in the last 12 months.

·         The time scale involved with bringing cases of anti-social behaviour from investigation stage through to completion in the courts.

·         Policy and procedure in relation to the reporting of Anti- social complaints and the protection of the people making the complaint.

·         The difficulties faced by Dublin City Council when engaging in the court process.

The following issues were raised and a response was given by members of An   Garda Síochána present at the meeting: -

 

·         The need for a dedicated drug squad for the South Central Area.

·         The proposed Supervised Injection Centre at Merchants Quay.

·         The increase in certain drugs such as Crack Cocaine in the South Central Area.

·         Increase in Anti-Social Behaviour in the Drimnagh Area specifically around the Benbulbin Road area.

·         A newly opened Hemp shop on Windmill Road in Crumlin.

·         The large increase in particular crime statistics.

·         The issues surrounding construction traffic from the hospital site. Particularly at core school times when construction trucks have been seen speeding.

·         Parking enforcement in the South Central Area.

Actions agreed at September 2018 Meeting

Actions agreed at September 2018 Meeting

Action 1

It was requested that the establishment of a JPC Sub Committee on the Welfare of Horses for the South Central Area would take place. As a result, an initial meeting is scheduled to take place on the 5th of December 2018 to decide on the terms and references of the committee and how to proceed going forward.

Action 2

The following issue was raised: - Aggressive begging and drug use around Meath Street Members expressed their concern with regards to this issue and requested a report from the DRHE on Cold Weather Initiative for this winter, which members were concerned would increase the issue.

Action 3

A report was requested from the CCTV Monitoring Station at Grange Castle, Clondalkin, to see if serious incidents are being recorded and passed to An Garda Síochana.

(i)                 Motions referred from the November South Central Area Committee Meeting

 

 

657      Cllr. Vincent Jackson

In view of the serious ongoing anti-social behaviour of a small group in the Drimnagh Area and their capacity to destroy the quality of life for thousands of good people, that this Area Committee requests the Minister for Justice, the Garda Commissioner and DCC to work together to address the issues with estate management, high visibility policing and serious sanctions for those responsible. In addition, we need the powers to be to set up a task force which could be resourced and mobile to deter this type of behaviour.

 

658      Cllr. Daithí Doolan

This Area Committee notes with deep concern the high level of anti-social behaviour in and around Brickfield Park during Halloween. This Committee calls on Dublin City Council, Gardaí, resident’s associations, local youth services and political representatives to work together on a plan to reduce the anti-social behaviour in this area. This work will be coordinated by a local task force that will report back to the SCAC on a monthly basis. The task force will cease to exist at the earliest opportunity

This Area Committee notes with concern the recent spate of anti-social behaviour in the Drimnagh area. In order to improve the situation now and into the future we request that an interdepartmental working group/task force be established with staff from DCC, the Gardaí, local schools, local projects, TUSLA and others with a view to improving the situation, whether it be a policing solution and or increased investment in social services.

This Area Committee expresses its concern with the ongoing anti-social Behaviour in Drimnagh. We recognise the need for a joint approach in tackling this with DCC, The Gardaí, Youth Workers, Community Groups, politicians and most importantly the residents. We call on the funding to be made available from the relevant state bodies to help tackle this issue for the people of Drimnagh.

Emergency Motion from Councillor Daithí De Róiste referred from the November Area Committee Meeting

That this Area Committee deplores the anti-social behaviour visited upon residents in Cedarbrook, Cherry Orchard at the weekend which follows on from a recent escalation of thuggish activity and calls on DCC Management to liaise with local Gardaí for an update on the incident, and to arrange a meeting where plans will be presented to prevent such instances occurring in the future.

The members discussed the serious anti-social behaviour in the Cedarbrook area, in particular the incidents over the preceding weekend. It was proposed that Dublin City Council examine the residents request that some of the access routes to the Cedarbook Estate could be blocked to stop car racing and joyriding. Superintendent Brendan Connolly committed to a full investigation of the incident and endeavoured to work with the local community regarding these issues.
