·         PPN  have nominated Anna Devlin to the Planning and Urban Form SPC

·         Ancillary Family Accommodation.

The Department is preparing an update to its loft conversion guidelines, which should be published in early 2021. The Chair will write to the Minister to seek an update.

 

·         SHD Process.

The Chair has requested that when presentations are made to Area Committees that the full CEO Report once submitted to An Bord Pleanála should be made available to the Area Committees.

The Chair is to write to the Minister to seek clarification on the SHD process as legislation is due to expire at the end February next year.

3.    New Strategic Heritage Plan

          Charles Duggan, Heritage Officer, Dublin City Council, gave a presentation, which was circulated prior to the meeting.

                                                                                                                        The following were the main points of the presentation;

 

The Heritage Plan is a set of priorities the Council agrees with key stakeholders across the pillars of archaeology, architectural heritage and cultural heritage. It is project-managed by the Heritage Officer working closely with key professional officers – City Archaeologist and Conservation Officer, and increasingly with the Public Art Manager, amongst others working in the cultural heritage sector.

 

Through the Heritage Plan we strive to:

  • Deepen our understanding of the archaeological, architectural and cultural heritage through research and dissemination,
  • Improve the management of our heritage,
  • Raise awareness by providing broad public access to high quality heritage information.

Funding the Heritage Plan –

 

Currently there are three sources of funding to support the implementation of the Heritage  Plan:

 

1.    County Heritage Plan Grant Scheme (Heritage Council) - an annual scheme applied for in January. This year grant funding of €50,000.00 was been awarded under three streams: to 4 projects: Heritage management and research; community archaeology; exhibitions and interpretation. This is a significant increase on the €23,000.00 allocated to County Heritage Plans for the last number of years.

2.    Creative Ireland Fund - €7,000.00

3.    Irish Walled Towns Network (Heritage Council). Applications accepted for projects to interpret and conserve town walls.

 

Summary of Some Key Achievement to date:

 

Architectural Heritage:

 

·      Henrietta Street Conservation Plan (Henrietta Street Museum)

·      Twentieth-century Architecture Research Project and “More Than Concrete Blocks” books.

·      Conserve your Dublin Period House, series of talks.

 

Archaeological Heritage:

          

·         City Walls and Defenses Conservation Plan.

·         Saint Luke’s Conservation Plan.

·         Dublin City Industrial Heritage Record.

·         County Dublin Archaeology GIS

·         Viking and Medieval Dublin Online.

 

Cultural Heritage:

·         The Henrietta Street museum

·         Oral History Gathering

·         Social History publications, “The Best Address in Town” and” Spectral Mansions”” Museum”

·         “Living the Lockout” and “HENTOWN”-two site specific theatrical productions by ANU.

 

 

Emerging themes for the new Strategic Heritage Plan

·         Community Engagement / Participation

·         Access to Heritage

·         Broader Definition of Heritage

·         Collaboration

·         Climate Action

 

Discussion followed and the Heritage Officer answered questions raised by the members.

Some of the issues raised were to do with local engagement and the heritage of urban villages including dialect, music, the history of science and oral history.  Material also needs to be accessible to people with sight impairment.

It is hoped that 2 members from this SPC will sit on a Heritage Forum to be set up later on in the year. Nominations will be sought in the autumn.

Anna Devlin the new PPN member was welcomed to the Planning and Urban Form SPC.

The Councils plan for the” Outdoor Summer”, agreed that outline of the plan will be circulated in the next week or so.
