Item 6: Any Other Business – Motion from North West Area Committee re CPOs

Planning Dept. is in the process of completing the Ballymun CPO and is reviewing the whole CPO process.  Manager will write to the Department before Christmas.

Santry Greenway Cycling Route pdf icon PDF 3 MB

Minutes:

Dave O’Connor from DIT gave a short presentation on the Santry River Greenway, 95%+ is on public lands.  This has had widespread support from the North Central/North West Area Committees and it will be presented to the Transportation SPC also.

4.

Review of the dublinbikes Expansion Strategy pdf icon PDF 210 KB

Minutes:

This Review is due in 2017 and the annual fee is going up from €20 to €25 from January 2017.  There will be a mini expansion around Grangegorman.  Suggestion to prepare a report and have a meeting with the Minister for Transport regarding funding of the scheme in the same way as all other public transport is funded.

Minutes:

Working hours need to be reasonable in residential areas and communication of changes in these should be communicated with residents.  Enforcement out of hours works needs to be prioritised and more pro-active, with real penalties for breaches in Planning Conditions.

       The 2017 SPC meeting dates circulated in the Agenda Pack are agreed.

 

Jim Keogan’s Retirement

The Chair on behalf of this Committee extended thanks to Jim Keogan for his long years of service to the City Council, and on his own behalf as the Chair it has been an absolute pleasure to work with him.  This was reiterated by Cllr Boylan on her own behalf and also that of Sinn Fein.  Cllr Freehill added her voice and wished him well.

 

Joint Housing/Planning SPC

The Chair reminded everyone that this meeting will be held on Friday, 9th December at 3.00pm.

 

       Next Planning and Property Development meeting: 28th February 2017 at 3.30pm in the Council Chamber, City Hall.

Minutes:

Councillors requested a map of the city showing the 250 vacant sites.  The more information that is available the better.  The Manager emphasised that this is more about encouraging development than raising money from a Levy.

Minutes:

Cllr. Freehill disappointed with the Port Company’s response.  It was suggested that Les Moore’s group, Dublin Bay Biosphere Partnership, and Waterways Ireland might also be consulted on this matter.  Possibly this can be moved forward under the tourism banner.

       The Manager responded that we are not saying ‘no’ to initiative, but we are talking about a very limited space available between the East Link and Butt Bridges.

"That the Planning Dept explain why Bolton St, And Kevin St DIT colleges were rezoned from Z15 to Z5. These colleges were zoned Z15 in the 1999 development plan which is the correct zoning for educational institutions. We know there is a severe shortage of educational places at primary, secondary and tertiary levels. Did the Council carry out any assessment of educational need in the city. Did they consult with Dept of Education and did they engage in any strategic examination of educational needs for the city. Was there any consultation or meetings with the DIT before recommending change of zoning in the 2005 development plan review."

 

 

Ø  Motion referred from the Arts, Culture and Recreation SPC

This SPC is looking to get a commitment from JD Wetherspoon that the Circular Stained Glass Window at the former home of Church Decorators Earley & Co. Studios, Camden Street, Dublin 2, will be kept and restored as part of the new hotel development on the site.

If the window is not to be kept that it be removed without damage and given to DCC, so they can preserve it.”

The A/City Planner said these lands were rezoned from Z15 to Z5 by the elected members of the City Council in the 2005 Development Plan under the core strategy to extend the city centre area as a Z5 area to enhance the vitality of the whole city centre.  Z15 is not a zoning just for educational uses but for a wide range of institutional uses.  Consultations are carried out with the Department of Education and Science regarding the future educational requirements under each new Development Plan.  DIT did not suggest any change to the Z5 zoning in the current Development Plan process either.  The Planning Dept. try their best to anticipate the future need for schools.

Cllr Freehill requested that a working group be set up to investigate this rezoning and look at how we can get the Dept of Education to do some more strategic planning in relation to educational needs in the city because we are badly off for educational services and buildings at the moment, and in the meantime can the Manager’s Reports at the time (2005) on the assessment of needs in 2005 for these two educational buildings, be circulated.

There has been a commitment from Wetherspoons that the window will be kept in situ.  The permission has been granted and a condition of the permission is that the window be preserved.  The planning permission is currently in the appeal stage.
