Supreme Court Appeal Judgement

Mary Hayes, Senior Executive Officer in DCC Housing Allocations detailed the Supreme Court Appeal Judgement between Darren Fagan, Seena Coogan, ScoutLarue Coogan and Darren Coogan AND Dublin City Council (December 2019) with regard to the DCC allocation decision & the resulting significance regarding Dublin City Council’s Scheme of Lettings & Housing Assessment Payment assessment procedures.

 

Agreed: Proposed amendment to the Scheme of Lettings and a framework for how decisions will be made on ‘reasonable requirement to live together’ to be brought to the next meeting.

Patrick Teehan, Administrative Officer gave a presentation on Traveller

 

Accommodation Policy. The following considerations were raised and discussed:

·         Range of Specific Traveller Accommodation

·         Traveller Priority Specific List

·         Inclusive Stakeholder Consultation

·         Temporary Bays & Sanitary facilities

·         Site Management & Maintenance

·         Traveller specific statistical information

·         Traveller Accommodation Programme 2019-2024

·         Traveller specific Budget

·         Programme of Works

·         Local Traveller Accommodation Consultative Committee (LTACC)

Agreed: A visit to a Traveller accommodation would be organised

Agreed: Traveller Accommodation Plan 2019-2024 shall be circulated to members.

Agreed: Invitation to LTACC representatives to attend the June SPC meeting.

Agreed: Traveller specific budgetary information for the last 3 years to be distributed to members of the Housing SPC.

The implementation of the Dublin Age Friendly Programme 2014- 2019 was discussed. In particular the following considerations were raised:

 

·         Implementation of the Age Friendly programme across all DCC sections

·         Social Engagement – “Bottom-Up” approach

·         Planning and design implications going forward to implement the programme

·         Elected member engagement & representation with regard to the Age Friendly Alliance

·         The importance of supporting older persons to remain living in their community

·         Senior Citizen complex regeneration

·         Accommodation standards

·         Strategically address older persons needs

·         Community infrastructure

·         Downsizing implications

·         Purpose built accommodation

·         Housing with supports & “Wrap-Around” services

·         Funding

·         Impact of isolation – health & economic considerations need to be acknowledged in planning and funding

·         Intergenerational living and a lifelong approach to housing design and planning

·         Reconfiguration of family sized homes to allow older persons to age in place, for example the design developed by Ava Housing

·         Density & Height considerations for older persons

·         Local Community Development Committees (LCDC)

 

Agreed: Discuss agenda points 3ii & 4 simultaneously

Agreed: The Housing SPC set up a working group in relation to services for older people within the DCC area as per the motion presented under item 4.

Dympha Farrell, Senior Executive Officer gave a presentation on Dublin City Council’s Strategic Plan for Housing People with a Disability.

 

This was discussed and the following considerations were raised:

 

·         Specific Housing Needs for those suffering with mental health, those with autism

·         Independent Living

·         Consultation on review of NHSPWD

·         Funding through Capital Assistance Scheme for specific categories

·         Housing Application Process – Needs specific assessments should be used to ensure needs are met

·         Future proofing – Universal Design

·         Housing Supply report – current DCC construction projects

 

Agreed: Review of the National Housing Strategy for People with a Disability 2011-2016 – The Housing SPC will be kept abreast of DCC submission during review.

That the Housing SPC set up a working group in relation to services for older people within the DCC area


1. To recommend  democratic structures of governance and participation  that would include, elected members, staff and representation of older people.  


2. To examine, service delivery and best method of engagement that would reach all older people in the DCC area.  


3. All recommendations to include engagement with elected members of the Council.


4. To  report back to the SPC within 3 months of this motion being agreed.
