Mr. Les Moore presented to the SPC on the Dublin City Markets Action plan (draft). This presentation supplemented a report circulated in the meeting agenda. Mr. Moore outlined the seven actions involved in the plan and highlighted that the action plan would set clear and measurable goals over the course of its life. Mr. Moore also mentioned it is also intended to review the Casual Trading Bye-laws in 2017 (and subsequently every three years) and he hopes it will be presented to a future meeting of this SPC for consideration.

 

The Councillors thanked Mr Moore for his presentation but express disappointment that there would not be an Official Christmas Market in Dublin City this year. The Councillors also highlighted the challenges facing Farmers Markets in urban areas such as Inchicore, Ballymun etc and to try boosting those areas. The Councillors also asked how much support LEO could provide in these types of markets and the needs for markets that already exist. Cllr. Heney thanked Les for the report and looked forward to it being implemented.

 

 

In his response Mr. Moore said that with regards to the Christmas markets The Council are looking for the right location and operator for this, however it is unlikely to be in place until Christmas 2019/2020. The Manager spoke about the legal and administrative difficulties regarding the Ivy market, so it was not possible to put a timeline on it.

Report on the Dublin Flea Christmas Market

Ms. Mary Mc Sweeney introduced the 2017 Dublin Flea Christmas Market, running over 4 consecutive days at Christmas (December 14th – 17th) Dublin City Council (through the Economic Development Office & the Dublin City Events Team) will partner with the not-for-profit group Dublin Flea, to deliver the outstandingly successful Dublin Flea Christmas Market and expect to attract over 30,000 visitors to this unique Dublin festive offering which will take place in The Point Village. The Councillors welcomed the support of the market.

Report on the Regional Enterprise Development Fund (REDF)

Ms. Mary Mc Sweeney outlines that this report is about the opportunity that came through Enterprise Ireland, throughout Ireland people have had the opportunity to get support for their products E.g. DCU alpha for a maker space for Dublin, looking at the tech shop model in the states. If successful we would see job creation etc. Enterprise Ireland will access and decide which one they are willing to support. Another example is the Guinness Enterprise Centre and Design for Growth.

Ms. Mary Mc Sweeney spoke regarding the up and coming events taking place in Dublin in the coming months regarding the involvement and support by Economic Development & LEO. Cllr. Kelly spoke regarding all the positives. He is enquiring about the negative impact on ticket sales regarding Comic con. Mary responded regarding ticket issue and advised it was a previous event as the comic con event only took place a few weeks previous. Cllr. McAuliffe was pleased to hear “Uprise” is back and glad to see a small tech festival and with Dublin City Council supporting it.

 

Ms. Foley, Head of International Relations spoke on the various delegations that have occurred and also upcoming delegations are due to take place in the coming months. E.g the Dublin, Ireland and Dublin, Ohio protocol it commits both cities subject to resources and personnel in economy sports etc. International relations welcomed a delegation from Moscowwhich wanted to see environmental aspects so they were brought to Bull Island and various sites.

Cllr Feeney advised at the last meeting there was reference made on the Air B&B workgroup it actually hasn’t been set up. Faille Ireland and councils nationwide are communicating regarding this and there should be draft guidelines for councils issued in October/November. It could be December before the workgroup is set up. She has requested an update on this either in writing or by coming to the next SPC.
