Presentation on Dublin Winter Lights 2022 - Simon Clarke, Administrative Officer

Simon gave a brief strategic overview on Dublin Winter Lights 2022.  The purpose of the event is to create a welcoming and festive atmosphere for citizens and visitors to the city.  There are 16 iconic sites illuminated in the City Centre which will increase footfall. The Energy reduction is in accordance with Dublin City Council Climate Change Action Plan.

Presentation on a pre-public consultation of the Draft Strategic Heritage Plan 2022-2028 - Charles Duggan, Dublin City Heritage Officer pdf icon PDF 3 MB

The Heritage Officer gave a brief outline of the process that was undertaken to date and the structure and the strategic goals of the plan and outlined the next steps involved prior to the plan being finalised.

 

Action: Welcomed and Noted.  2 members from this SPC will be invited to sit on the Heritage Forum.  Invitations will be sent out prior to the next meeting in February.

Motion submitted in the name of Cllr D. Heney (referred from the North Central Area Committee dated 17th October 2022.

That this Area Committee notesthat residents of Pinebrook and St. David’s, Artane, are extremely happy with the official naming of St. Nicholas’ Park, Artane; and noting the fact that these residents previously expressed an interest in having a commemorative plaque placed on the wall of the Oratory - Church of the Resurrection (on the park side) to commemorate the boys who are buried there and who died while incarcerated in the Artane Industrial School (permission has been granted by the owner of the Oratory and an email to such effect has been submitted in writing to the North Central Area Office - (wording of the plaque to be agreed at a later stage)) that this Area Committee agree to their request for a commemorative plaque and forward same to the Commemorative Naming Committee for consideration at its November 2022 meeting.

Assuming that the proposal is for a Dublin City Council Commemorative Plaque, the motion, if approved, should be referred to the Arts & Culture SPC. The SPC may then forward it to the Commemorations & Naming Committee for consideration.

“Due to the negative effects of the use of fireworks on people, animals and our environment, that Dublin City Council agrees a policy of non-use of fireworks (or supporting the holding of fireworks displays) in our communities/in our city and instead use and promote the use of alternative types of entertainment, e.g. outdoor film screenings, parades, (Bram Stoker Halloween Spooktacular, Bram Stoker Park,) at Halloween and festive occasions.”

Following a detailed discussion, it was decided to call for a vote from members.  The result of the vote – 10 in favour, 3 against.

Referred by the Protocol Committee Meeting on 27th October 2022 for consideration by the Arts SPC:-

City Hall Sculpture:

The Manager reported that the sculpture on the O’Connell plinth at City Hall would remain in place until November before being relocated to Grangegorman TU. There were no current plans to replace sculpture.

The Members expressed their support for the continued use of the O’Connell plinth to display public art and sculpture and asked the matter be considered by the Arts SPC.

Members were informed that the demolition team are on site and site investigations to inform the design of the new library’s foundations will follow immediately after the demolition.  Submissions for the multidisciplinary design team are currently being assessed.
