In Memorium

The Lord Mayor extended her deepest sympathies on behalf of the City Council to the familyand friends of Christina Beresford, Legal Executive from The Ballymun Community Law Centre who died on 3rd July. A minute silence was observed.

The Lord Mayor expressed her gratitude for all the good wishes she has received following her election as the 354th Lord Mayor of Dublin.

 

Council Staff Health and Safety

Following a report in the media, and earlier discussion with Group Leaders, the issue of the Health and Safety of Dublin City Council Staff was raised.  The Lord Mayor speaking on behalf of all groups reiterated that a zero tolerance for any attacks, verbal or physical, on any staff and that all staff are entitled to a safe place of work.  She also confirmed that the Assistant Chief Executive Eileen Quinlivan will be sending members a briefing note on the specific measures and supports in place in relation to assaults on staff.

 

Development Plan

In advance of the meetings this week on the Development Plan the Lord Mayor encouraged all her fellow Councillors to check the CE response to each motion and to email Group Leaders / development.plan@dublincity.ie prior to 9 a.m. tomorrow to advise if they accept the CE recommendation for each of their motions.

 

Office of the Planning Regulator

The Lord Mayor called upon Councillor James Geoghegan to speak on behalf of all groups following the recent refusal of the Office of the Planning Regulator to attend a Special meeting of Council.  Cllr Geoghegan expressed frustration and dismay on behalf of the Members at the reasons given by the agency when refusing the invitation to attend the Special Meeting. Given the fact they are a new statutory agency set up specifically for the purpose of ensuring openness and transparency in planning matters it was incumbent on the Regulator to attended to provide the rationale as to why they agreed with some aspects of the Development Plan and disagreed with others.  Noting the uncertainty with regard to the next phase of the development plan meetings which are to be held this week, and should the OPR submit a further submission at the next stage of the plan,  Cllr. Geoghegan urged the agency to take the opportunity to come before the elected members and provide a rationale for their submission.  The Lord Mayor echoed her agreement with the sentiments made by Cllr. Geoghegan on this issue and it was further agreed that the Chief Executive Owen Keegan would also write to the OPR to encourage them to take this opportunity to meet with the Members at the next stage of the Development Plan Process.

The Lord Mayor confirmed that she received four emergency motions and agreed to take the following Fine Gael motion without debate:

 

“That Dublin City Council while acknowledging the steps and actions taken to date by the Minister for Justice and the Commissioner of An Garda Síochána, including ‘Operation Citizen’ (to focus on anti-social behaviour, public order and quality of life issues, assaults and high volume crimes in Dublin City), expresses deep concern regarding the safety of members of the public in Dublin City, especially attacks on members of the LGBTQ+ community and other minorities. Therefore, this Council requests the Minister for Justice and the Commissioner of An Garda Síochána to include but not limited to:  

 

  • Further increase visible Garda patrols in Dublin City, further support local policing initiatives and increase the overall number of An Garda Síochána to prevent anti-social behaviour, public order offences and assaults from happening.
  • All members of An Garda Síochána to receive further comprehensive training regarding LGBTQ+, trans/gender diversity issues and specifically receive training in dealing with and providing specialist support to victims of LGBTQ+ attacks. 
  • That each ‘LGBT Liaison Officer/Diversity Officer’ within An Garda Síochána be further supported to provide specialist assistance to members of the LGBTQ+ community and that an awareness campaign be established so that members of the public are aware of such role if they need to make contact with such a member of An Garda Síochána.”

 

The Lord Mayor will write to the Garda Commissioner and Minister for Justice to advise that this motion was unanimously agreed at the meeting.
