“That a moratorium be placed on the sale of public lands in the ownership of Dublin City Council while the housing crisis remains.”

 

The following Councillors spoke on the motion: Councillor Joe Costello, Councillor Donna Cooney, Councillor Mary Fitzpatrick, Councillor Alison Gilliland, Councillor Christy Burke, Councillor Cieran Perry, Councillor Mary Freehill, Councillor John Lyons, Councillor James Geoghegan, Councillor Catherine Stocker, Councillor Tom Brabazon, Councillor Daithí Doolan, Councillor Larry O’Toole, Councillor Tina McVeigh and Councillor Dermot Lacey.

 

Two amendments to the motion were proposed:

 

Amendment No. 1 proposed by Councillor Joe Costello and seconded by Councillor Dermot Lacey:

 

“That a moratorium be placed on the sale of public lands owned by Dublin City Council which are deemed by Councillors to be suitable for housing while the housing crisis continues and in accordance with the terms of the Dublin agreement.” 

 

The amendment was put to a vote, 28 voted in favour, 7 voted against.  The amendment was carried.

 

Amendment No. 2 proposed by Councillors Tina MacVeigh, Hazel de Nortúin and Councillor Cieran Perry:

 

“That a moratorium be placed on the sale of public lands in the ownership of Dublin City Council while the housing crisis remains, including the site at Oscar Traynor”                                  

 

The amendment was put to a vote, 15 voted in favour, 26 voted against. The second amendment was defeated. 

 

The motion as amended:

 

“That a moratorium be placed on the sale of public lands owned by Dublin City Council which are deemed by Councillors to be suitable for housing while the housing crisis continues and in accordance with the terms of the Dublin agreement” was then put to a vote,  32 voted in favour, 9 voted against and 4 councillors abstained.  The motion was carried as amended.

Motion No. 2 in the name of Councillor Sophie Nicoullaud and seconded by Councillor Michael Pidgeon:

“That this Council, including the Executive, gives its full support to make Dublin a WHO Healthy City”

 

The following Councillors spoke on the motion: Councillor Sophie Nicoullaud, Councillor Donna Cooney, Councillor Mary Callaghan, Councillor Ray McAdam, and Councillor Hazel de Nortúin.  The motion was put and carried.

Motion No. 3 in the name of Councillor Janet Horner and seconded by Councillor Declan Meenagh:

“Acknowledging section 6 of the Irish Sign Language Act 2017 and the duties of public bodies therein, Dublin City Council will have its public meetings interpreted by an Irish Sign Language interpreter and that this interpretation is made publicly available with the minutes of Dublin City Council meetings.”

 

The following Councillors spoke on the motion: Councillor Janet Horner, Councillor Cat O’Driscoll, Councillor Declan Meenagh, Councillor Hazel de Nortúin, Councillor Damien O’Farrell, Councillor Mícheál MacDonncha, Councillor Naoise Ó Muirí, and Councillor Joe Costello. The motion was put and carried.

Motion No. 4 in the name of Councillor Noeleen Reilly:

“That Dublin City Council calls on the Government to immediately remove funding of €16.8m to the Greyhound Industry and calls for a complete ban on racing.  6,000 Dogs are killed inhumanly every year in Ireland as well as many more who suffer horrific abuse. In no way should this practice be tolerated and certainly not at the expense of tax payers.”

 

The motion was deferred to a future meeting.

Motion No. 5 in the name of Councillor Claire Byrne and seconded by Councillor Anthony Connaghan:

“That this Council agrees to implement a Night Mayor for Dublin City as soon as possible, which is a key cultural objective of the new Dublin City Agreement.”

Motion No. 6 in the name of Councillor Keith Connolly and seconded by Councillor Deirdre Heney:

“That Dublin City Council reviews the current grass cutting contract with a view to improving the substandard work being carried out at present.”

 

The following Councillors spoke on the motion: Councillor Keith Connolly, Councillor Larry O’Toole, Councillor Pat Dunne, Councillor Damian O’Farrell, Councillor Declan Flanagan, Councillor Hazel de Nortúin, Councillor Ray McAdam, Councillor Kevin Donoghue, Councillor Tom Brabazon, Councillor Caroline Conroy, and Councillor Sophie Nicoullaud.

 

The Manager suggested that a cross party group be established to progress the matter. The motion was put and carried.

Motion No. 7 in the name of Councillor James Geoghegan and seconded by Councillor Naoise Ó Muirí :

“That this Council includes as a separate and specific agenda item on every single monthly council meeting for the duration of this council to May 2024 a Monthly Report from the Assistant Chief Executive Environment and Transportation updating on the implementation of proposed segregated cycle routes including but not limited to; Royal Canal Greenway, Grand Canal Greenway, Dodder Greenway, Tolka Valley Cycle Route, East Coast Trail, Point Junction Improvement Scheme, The Liffey Cycle Route, Clontarf to City Centre, Clonskeagh to City Centre, Fitzwilliam Cycle Route, Contra-flow cycle lanes, Orchid/Wand protected cycle lanes.”

 

The motion was agreed without debate.
