·         Chief Executive Owen Keegan

The Lord Mayor advised members that he had been informed by letter dated 25th February 2020 that the Chief Executive Owen Keegan has decided to extend his contract of employment for the permitted period of 3 years to September 2023. He advised that under Section 147 (3) of the Local Government Act, 2001 it is his duty to inform the Members of Dublin City Council and also to send a copy of the Chief Executive’s letter to the Minister and to the Public Appointments Service.

 

·         Coronovirus update

The Acting Head of HR, Gerry Geraghty gave members an update on the measures being taken by Dublin City Council in relation to Coronovirus which included business continuity planning within the City Council. 

 

·         St. Patrick’s Day 

He requested that Members could confirm with Ruth Dowling as soon as possible if they wished to attend the St. Patrick’s Day Parade.

 

·         Invitation to Comhairle na Nóg to send a delegation to make a presentation to Dublin City Council

By request of Councillor Sophie Ni Coullaud proposed that Comhairle na Nóg be invited to a future meeting of the Council to present on their work.  The Members agreed that this presentation will take place during a future City Council meeting.  Agreed

 

·         Training on Corporate Governance for Councillors

Chief Executive’s Department have asked the Office of the Director of Corporate Enforcement (ODCE) to provide this training in City Hall, Council Chambers on Members role as a Director on Outside Bodies and Boards .

 

Two separate dates have been arranged:

           30th March 2020                   Evening Session (6pm – 7.30pm)

                      1st April 2020                        Morning Session (8am – 9.30am)

 

·         Ethics Declaration

He reminded Members that the Ethics Declarations were due last week.

 

·         City Council photo

A photo was taken at the start of the City Council meeting of the Council at work.  This is for inclusion in the current Corporate Plan and other upcoming publications.

 

The Lord Mayor reminded Members to make arrangements in relation to the Seanad ballot from 15th – 27th March 2020.

 

The following motion was circulated by the Lord Mayor and passed without debate “That the stillbirth register and stillbirth registration be removed and be replaced with a birth and death certificate for babies who are stillborn, so that babies who are stillborn can be registered on the birth and death register and can receive the same state records of their existence as everyone else. Parents whose babies are currently listed on the stillbirth register should be given the opportunity to have their babies placed on the birth and death register and to receive a birth and death certificate for their babies.”  Agreed

 

A vote was taken to discuss the Topical Issue submitted “Dublin City Residential Rent Freeze”   It was agreed that this topical issue would be discussed later in the meeting.

“That Dublin City Council seek leave to challenge the decision by An Bord Pleanála ABP-305680-19  stpaulsshd2.ie by way of a judicial review of the validity of the decision on a number of grounds including a lack of consideration of Dublin City Councils reasons for recommendations of refusal, contrary to development plan zoning objectives and on lack of consideration of scientific evidence including national and EU protected species and EU habitats directive”

Emergency Motion No. 2.

“This City Council requests the Chief Executive not to proceed with the new closing and opening arrangements for Dartmouth Square Park until at least the Area Committee has an opportunity to discuss same and the impact of same.”

It was agreed to revert back to the status quo to close the gate until a discussion takes place at the South East Are Committee on Monday 9th March 2020.

 

It was also agreed that a report would be issued to all Members in relation to the parks that remain open.

Motion No.1 in the name of Councillor Joe Costello and seconded by Councillor Mary Fitzpatrick.

“That a moratorium be placed on the sale of public lands owned by Dublin City Council which are deemed by Councillors to be suitable for housing while the housing crisis continues.”
