Lord Mayor's Business Additional documents: Minutes: The Lord Mayor wished the members and staff a happy new year. He extended his congratulations to Councillor Michael Watters on his recent marriage to Michelle. He also extended his condolences to the family and friends of the late Marian Finucane and paid tribute to her contribution to broadcasting in Ireland.
He reminded Members of the following events : A Civic Reception for H.E. Mr Prokopios V. Pavlopoulos, President of the Hellenic Republic and Mrs. Vlassia Pavlopoulou will be held in the Mansion House on Friday 17th January 2020 and the ceremony to confer the Honorary Freedom of the City of Dublin on Jim Gavin will be held on Saturday 18th January 2020 in the Round Room at the Mansion House.

Cllr. Dermot Lacey requested that the issue of attendance at Oireachtas Committees be referred to the Protocol Committee. He also requested that the workforce study be referred to the Finance SPC.

Iveagh Market Update - Assistant Chief Executive (R. Shakespeare). PDF 217 KB Additional documents: Minutes: A written update was circulated to members attached as Appendix C to the minutes and it was agreed to take Councillor Rebecca Moynihan’s motion with the report “This City Council asks that the Chief Executive to begin the process of taking the Iveagh Markets back into the full control of Dublin City Council. The terms of the lease granted to Mr Keane, first in 1997 and then again in 2004 under report number 218/2004 have been frustrated by the actions of the developer.
Report number 218/2004 clause 7 states that "Mr Keane or his nominee shall, within 36 months of the execution of the Agreement for Lease, have completed the redevelopment work on the market buildings and the construction of the hotel in the case of delay due to strikes, lockouts or any other circumstances outside the control of Mr Keane or his nominee. Such longer period if required to be agreed with Dublin City Council at the time the delay occurs. Mr Keane or his nominee shall not use the premises for any purpose other than redevelopment as a commercial market and the construction of a hotel".
The terms of this extension of the lease have not been met and so Dublin City Council should begin the process to transfer the markets back into their full control with a view to developing the Iveagh Market.” Agreed.

Motion No. 1: “That this Council will not participate or have representation at the event to commemorate the Royal Irish Constabulary and the Dublin Metropolitan Police at a ceremony in Dublin Castle on the 17th January. The RIC and the DMP had an intolerable record of barbarism in this country while carrying out British rule in Ireland. This was the police force that brutalised and murdered workers in Dublin during the 1913 lockout. This was the force that identified those to be executed after the Easter Rising. This was the force that supervised the eviction of thousands of impoverished people from their homes leaving them destitute on the roads or inside the workhouse. That this obscene event is taking place is not only an affront to generations of patriots who struggled to end centuries of imperial tyranny but it seeks to question the very legitimacy of our battle for independence and sovereignty. Only a subservient Government suffering from a post-colonial state of mind and ashamed of our revolutionary history would encourage this disgraceful event.” Submitted by Cieran Perry, Cllr. Global opium and cocaine production continues to rise and impacts on communities across Dublin. Addiction services are overstretched and forced to respond to an increasingly chaotic drug problem. We call on the Government to reinstate funding for Local Drug & Alcohol Task Forces to 2008 level.”
