(1) Motion in the name of Councillor John Lyons The Area Committee calls for a strategic plan for Ellenfield Park: such a strategic approach to the park should include an inspection of the park's facilities, particularly the playground facilities, and a schedule for any repair works required; consideration of regular community events; the potential for new facilities such as a cafe; and consideration of an alternative location for the installation of the recently proposed ball wall.

The playground in Ellenfield is one of the last playgrounds in the area of older design and is listed for a complete upgrade in 2026. In the meantime weekly recorded and daily visual inspections will continue and repairs scheduled as required to ensure the safety of the facility.
The proposal for the ball wall was considered by the Parks Service and there does not appear to be anywhere in the park that could receive such a facility with a sizable footprint without impacting on existing facilities such as the 6 grass pitches, an all-weather training area, 3 all-weather tennis course, teen space and playground. Furthermore such a facility might run contrary to the aims of the work carried out in recent years removing shrubby undergrowth and reducing hedges to open up views across the park and remove cover for congregation after dark and anti-social behaviour.
There are no proposals at this time to provide a café at this location which would require a huge investment of capital funding. However if a provider was interested in locating a coffee cart or similar on a trial basis next year to ascertain if there was sufficient footfall for a viable facility the Parks Service will be happy to discuss same.

While the Parks Service’s design team does not currently have the capacity to take on such a scheme for a local green at this time there is significant potential for additional tree planting along this linear open space. The Parks service is happy to meet and discuss same with local residents or environmental groups.

That this Area Committee agree that a scheme of 1 hour paid parking be introduced along the stretch in Marino Mart, Fairview, fronting shops/business premises from Haverty Road to Malahide Road from 8am to 8pm Monday to Sunday, as these small local businesses have been hugely negatively impacted upon over the past two years during the construction of the C2CC and need the support of Dublin City Council at this time.TAG in conjunction with Parking Enforcement have assessed this request and agree to introduce max 1 hour paid parking for along the stretch in Marino Mart, Fairview, fronting shops/business premises from Haverty Road to Malahide Road from 7am to 7pm Monday to Sunday on a trial basis for the Christmas period. This parking will be reassessed in January 2025 and if any issues arise the parking will revert back to max 3 hour paid parking.

Plans are at an advanced stage for the installation of 12 Christmas trees throughout the North Central Area for the current year. The feasibility of installing a tree at the junction of Malahide Road / Collins Ave.East will be explored with a view to providing a tree at this location for 2025.

The City Arts Office and the Area Office will work together to present an initial plan to the JAN NCAC that will help form an Advisory Group. This group made up of local orgs, Artists and DCC will build the Business Case and attempt to secure funds for a Feasibility Study for a new Arts Centre in the North Central Area.
