(1) Motion in the Name of Councillor Clodagh Ní Mhuirí

That the North Central Area Committee calls on Dublin City Council to engage with Dublin Bikes to further expand the scheme into the North Central Area, beginning with Fairview to better connect local residents to the Royal Canal Greenway. Extending the scheme would encourage more use of sustainable transport options and existing active travel infrastructure, align with the city’s sustainability and mobility goals, and make it easier for residents travelling into the city centre or further to get to local transport hubs, such as DART stations and busy bus routes, to continue their journeys.

(2) Motion in the name of Councillors John Lyons, Jesslyn Henry and Edel Moran

The elected representatives of the North Central Area Committee of Dublin City Council acknowledge the current multiple difficulties faced daily by the residents of Cromcastle Court flats, and aware also that many of these difficult issues have been on-going for the last number of years, commit to supporting the residents in the following ways:

 

- We fully endorse the residents' demand for priority transfer status to be granted to those residents who want a transfer;

 

- We are fully supportive of those residents who want to remain to have their homes inspected and for all the maintenance issues found during inspection to be addressed urgently, comprehensively and satisfactorily;

 

- We support the residents' demand for improved maintenance of the communal areas like stairwells, chutes, playgrounds and car parks.

 

- We acknowledge the recent work done by the Area Manager in convening a meeting with the residents and request that Dublin City Council maintain regular, open and honest engagement and communication with the residents into the future.

(3) Motion in the name of Councillor Micheál MacDonncha

That this Area Committee calls for concerted action, including a school zone, to address the persistent problem of car parking on both sides of Briarfield Road, Kilbarrack, making the road a danger to pedestrians, including schoolchildren, and almost impassable for traffic for much of the time.

(4) Motion in the name of Councillors Jesslyn Henry , John Lyons and Edel Moran

The parking and traffic situation in Kilmore West has become a health and safety issue for children and senior citizens. On Friday 14th March, a young boy aged 7 years was hit by a car as he played outside his home. This is unacceptable, our children should be safe outside their own front doors. This motion calls on this committee to:

 

a)     Call an urgent meeting with the CEO of Beaumont Hospital to discuss the parking situation.

b)     To install a pedestrian crossing on Dundaniel Road as a matter of urgency to assist with the safe travel of children to and from school and reduce the speed of those driving along this stretch of road. (Map attached of preferred location).

(5) Motion in the name of Councillor Jesslyn Henry

The elected representatives of the North Central Area Committee acknowledge the frustration of residents of Newbury Wood, Dublin 17 in not being granted planning permission to facilitate basic infrastructure to the front of their dwellings, such as:

 

a)     A dished footpath in order for a resident with a disability to access a vehicle.

b)     An EV charger

 

This committee call on Dublin City Council to look at planning in such circumstances and to facilitate residents when the request is for the greater good and impacts the rights of the resident or the environment.

That this Council acknowledges and appreciates DCC Parks for their works programme 2025 including the levelling of pitch 8 in Fairview Park which will benefit Marino AFC; changing and toilet facilities at Woodside, St Anne’s Park, to be brought to a Part 8, this will support boys and particularly girls participating in sports; St Anne’s Playground upgrade of wooden elements; installation of lift at Red Stables ; Bull Wall toilets to be and Maypark Playground upgrade and the improvements to the pitch and putt course in St.Annes Park.

(9) Motion in the name of Councillor Catherine Stocker

The councillors of the North Central Area Committee agree to a number of safety and traffic management measures at the location of Killester Raheny Clontarf ETNS on Collins Avenue East.

         Firstly, that a school traffic warden is now a necessity at Killester Raheny Clontarf Educate Together. The school is located at a busy – and dangerous – junction. The school was established 6 years ago but moved to its permanent location three years ago. It is a growing school community with children coming from across the wider area to attend. My previous motion (Nov 2023) seeking a crossing guard at this location was rejected on the basis that the children coming to school were accompanied and there was a pedestrian light at the crossing. Both are spurious reasons. The children are accompanied – and will be so – because of the level of danger at the crossing. We should be and indeed must facilitate children to walk/cycle/make their own way to school and if a warden is provided we will be facilitating the older children in this growing school to do so – thereby meeting our own objectives. Likewise with regard to the issue of the pedestrian crossing – there are crossing guards stationed at pedestrian lights for school drop off and pick up all across the North Central area. For instance – at both the Griffith Avenue schools and Grace Park Educate Together.

         Secondly, prominent signage is needed to indicate the presence of a school here to drivers. Ideally the school should be prioritised for a school zone but in the meantime additional signage is needed.

         Lastly, the parking at the businesses adjacent to the school should be reviewed with a view to removal – there is ample parking nearby (including an often nearly empty car park) and cars turning in and out of this tight spot right next to the school creates an additional hazard.

The additional traffic from drop-off has been very well managed by parents and school administration overall, but the general traffic situation has become untenable. There is no indication on the road for drivers that they are passing a primary school, and the junction is extremely busy in the mornings. While there is a traffic light directly outside the school, traffic is often backing up from the junction, and cars ignore the lights as a result. Also, the lights take quite long to change, especially after a recent light change – i.e. at drop-off time, the wait is quite long, on a very narrow opposite footpath.

 

In addition to this, there is small but very busy off-street parking (four parking spaces) outside the directly adjacent coffee shop, with very limited sightlines, especially for cars backing out of these spaces. There have been many incidents where cars nearly reversed into children on scooters or bikes on the footpath, as well as parents with buggies with younger siblings.

(10) Motion in the name of Councillor Catherine Stocker

The councillors of the North Central Area Committee ask that the management revisit the issue of a playground for Rockfield park. This has previously been rejected on the basis that the children in the area are served by Maypark. However, there are many houses at the far end of the park which are a significant walk to Maypark – crossing a busy road which parents are reluctant to allow children to do independently – and there is a park right in the middle of the community which would be an ideal location for children to play. The park also serves the area of St Fiachra’s NS – which is one of the largest primary school communities in Dublin – and a nearby playground would be an asset to the whole community. Given the intention of DCC to invest substantially in the tennis pavilion – a very welcome decision – the comparatively much smaller cost of a playground for the community would enhance this investment and ensure that there were no feelings locally of one form of recreation being prioritised over another. Can the manager indicate in the reply if the decision is a financial decision and – if funds were found – if provision would be considered.

That the North Central Area Committee recognises the work of the campaign to reimagine Clontarf Pier, and calls on Dublin City Council to support and work with the group in their efforts to engage the local community and develop a proposal for the future of the slipway and surrounding area.

(12) Motion in the name of Deputy Lord Mayor Councillor Donna Cooney

That this committee congratulates all the runners in the Dublin City Half Marathon on 30th March and the volunteers that helped man the water stations, but requests that there be a leave no trace policy by the event organiser's in future, thousands of energy gel packages were left all along the North Coast from the Alflie Byrne road to James Larkin road, from Monday to Wednesday volunteers had to pick up the packets, the Clontarf Promenade was covered in these, all along the cycleway and the pavements, even poster cable ties were cut and left on the grass"
