(1) Motion in the name of Councillor Alison Field In a world we live in today, Mental health is a major concern for everyone and unfortunately it is increasing rapidly. I think we can and should do more to help. Try reach out to all ages suffering from Mental Health and depression. Let them know that there is support out there, and society does really care. I would like to put a better support systems in place, with helplines, and quotes that could bring people to a happier place. I would like for us to have a look at train/dart stations, for a start as people can tragically end their suffering there. I think we could start by placing boards/posters there, with quotes of support and numbers of helplines. I know that at the Wexford bridge they place teddies along the bridge and patrol the bridge. I would be delighted if you have any other ideas along with my Councillor friends. Thanking you.

Report: The promotion of Mental Health and Suicide Awareness in the community does not fall within the remit of Local Authorities and is the responsibility of the HSE and a large number of centrally funded agencies.
The HSE’s Mental Health Promotion Plan 2022 – 2027 takes a life course approach and includes actions of relevance to the general population. It considers the needs of specific population groups such as children and young people, the working-age population, older people, and other priority groups.
There are already a number of helplines available and a significant volume of leaflets and posters from the HSE and other stakeholders promoting mental health / wellbeing and suicide prevention.

(2) Motion in the name of Councillor Paddy Monahan That the North Central Area Committee calls on the Manager or the relevant Dublin City Council official to end the use of flashing amber pedestrian light signals at the Artane roundabout on the Malahide Road, Gracefield Road, Ardlea Road intersection. Failing this we request said person to attend a monthly meeting of the North Central Area Committee to explain and justify the use of this pedestrian light signal.

Report :
At the Artane Roundabout the type of pedestrian crossing in use are known as ‘Pelican Crossings’. These type of pedestrian signals are commonly used within the UK and Ireland and are provided for in the Irish Traffic Signs Manual Chapter 9.
At these crossings, motorists have a 3 aspect signal (Red, Amber, Green) while pedestrians have a two aspect signal (Red, Green/Flashing Green).
Motorists are legally obliged to halt on a flashing amber signal if there are still pedestrians on the crossing and failure to do so is a Roads Traffic offence and a matter for An Garda Siochana.
Following on from a councillor question in December we have reviewed the operation of the pelicans crossings and the timing interval with pedestrian flashing green and the motorist red signal has been increased at these sites to enhance pedestrian safety, as it will allow extra timing for pedestrians to clear the crossings before vehicles are displayed a flashing amber signal.
Currently there are no plans to change the operation of these signals as the Artane Roundabout will be upgraded as part of the upcoming Clongriffin to City Centre Bus Connects scheme when a full upgrade of these signals will occur.

(3) Motion in the name of Councillor John Lyons The Area Committee calls on Dublin City Council to urgently convene a meeting of local football clubs, public representatives and relevant council officials to discuss the planned all-weather football pitch to be located on the Glin Road and delivered by the end of 2025; the Oscar Traynor Woods Community Gain Fund and other local facilities/infrastructure-related issues of importance to the volunteers who organise and coach the young people of the area.

The Area Committee calls on Dublin City Council to urgently convene a meeting of local football clubs, public representatives and relevant council officials to discuss the planned all-weather football pitch to be located on the Glin Road and delivered by the end of 2025; the Oscar Traynor Woods Community Gain Fund and other local facilities/infrastructure-related issues of importance to the volunteers who organise and coach the young people of the area.
Report: I intend to call a meeting of the local stakeholders as requested to discuss progression of this project and associated issues over the coming weeks. I will set a date once I have had a chance to link up with relevant Councillors, City Council officials, and the football clubs involved.

(4) Motion in the name of Deputy Lord Mayor Donna Cooney That after the recent sea over topping on the on Clontarf promenade and the seemingly lack of urgency for a proper integrated flood defence solution, when we have an agreed design framework, with Uisce Eireann planning to start watermain replacement soon from Alfie Byrne Road along the promenade and as we had agreed to seek an integrated multipurpose design solution that this community that this committee agrees to seek a meeting with the Minister, the OPW, Uisce Eireann, the Clontarf flood defence working group, DCC engineers, parks executive, architects, biodiversity officers, and DCC active travel team to seek works to be given the urgency and funding necessary to complete within the agreed timeline of the Dublin City Council development plan.

Report:
A pre-feasibility study for this project has been issued to the OPW and their comments are awaited. Work on the Consultant’s Brief has been ongoing with an initial draft issued to OPW in September 2024 and a further draft is to be issued once the pre-feasibility report has been accepted. A Framework for Consultants for flood projects in Dublin City and County has been established.
The project team has had a number of meetings and extensive consultation with DCC parks executive, architects, biodiversity officers and active travel.
There have been a number of meetings with Uisce Eireann on their proposed new watermain and consultation with them is ongoing.
OPW have expressed the view that the most appropriate time for them to meet the JWG would be following the approval by the OPW of the pre-Feasibility Report by DCC. At that time the OPW would be better informed to discuss arrangements for a meeting.
The next meeting of the Joint Working group will take place at 2.30pm on the 21st of February.

Report:
Waste Management Services developed a Community Clothes Swap Kit Pilot in 2023. The first project of its kind in Ireland. The pilot ran from April to December of that year, and aimed to encourage clothing reuse and reduce textile waste. A guidebook and webpage were developed by WMS personnel. Clothes Swap Kits (hangers, clothes rails, signage boards) were made available for community groups to borrow for their own clothes swap events.
Following completion of the pilot project, Waste Management Services procured a service provider, Change Clothes, formerly Change Clothes Crumlin, to assume management of the project. Waste Management Services continues to support Change Clothes, specifically to cater to community groups in DCC’s administrative area.

(6) Motion in the name of Councillor Deirdre Heney This Area Committee calls on the manager refer to the “eurobin” type bins used by the City Council in senior citizen complexes, say if he is aware that the majority of senior citizen tenants cannot manage to open the lids of same because of the height and weight of these large lids and say if he can take the necessary steps to bring about change, i.e. install an opening lower down the side of the bin that could be more easily accessed.

Housing Maintenance is aware of difficulties experienced by some tenants with bin lids particularly in Senior Citizens complexes.
We are currently exploring the option to change to lids of a smaller more manageable design, please see image below.
If the Councillor wishes to identify any particular Senior Citizens complex for consideration for replacement lids Housing Maintenance will follow up.
