This Area Committee calls on all relevant stakeholders to ensure, at the earliest possible date in 2025, that the recreation area and closed playground in Belmayne estate is taken in charge by Dublin City Council and restored to community use, a long overdue restoration and improvement of a very basic amenity.

The play equipment in the junior play lot was removed by the management company.  While the Parks Service is not leading the Taking in Charge process it is understood that process is well advanced and will be completed soon.  Arrangements have been put in place to have the open space included in the landscape maintenance contract once grass growth commences in the coming weeks.  Procurement of similar junior play items has commenced.  In the meantime the 2 playgrounds in the main park some 300m to the north remain available to the community.

We ask the Manager to call an urgent meeting of the Oscar Traynor Woods Oversight Committee.

Local Councillors demand urgent clarity regarding the failure to comply with building regulations at Oscar Traynor Woods.

Although we are glad to see inspections happening on site, delays cannot be permitted in providing such an important social and affordable housing development in the area.

We want to know the extent and nature of the issues discovered, how and when they will be resolved and how further communication with residents and local representatives improved.

We want to know the extent and nature of the issues discovered, how and when they will be resolved and how further communication with residents and local representatives improved.

 

In response to the request from the group leaders with regards to Mot 7b (2), DCC Housing Development wish to outline the current procedures in place and the subsequent involvement of the Building Control Section of Dublin City Council. 

This report describes the role and activities of the various stakeholders in relation to the recent and ongoing building works that have been carried out at the Oscar Traynor Road site, Dublin 17. 

Glenveagh Living Limited are constructing 853 residential units in a number of phases at Oscar Traynor Road. The development includes houses, apartments and duplexes as well as community and crèche buildings.

Among the team who design, inspect and certify works in accordance with Building Regulations are the Assigned Certifier, Project Architects, Structural Engineers, Fire Safety Consultants, Access Consultants and other specialist technical advisors as required.

Separately, Dublin City Council have a Technical Due Diligence Team made up of technical experts in the area of building construction for the purposes of monitoring works and ensuring the developments’ compliance with building regulation standards and quality generally. This team includes Clerk of Works, Architects and Engineers. These inspectors have been engaged in the daily inspection of construction works since the project commenced. These inspections regularly identify items that require remediation. The issue identified is uploaded to a portal where it is assigned to the relevant technical person. The advisor comments and or actions the item and the matter is referred back to the technical due diligence team for further comment or for closing out. This is the industry norm for identifying and tracking items of non-compliance with building regulations and or the works requirements. The matter remains open until the technical due diligence team is satisfied the item is in compliance with Building Regulations and or the Works Requirements. 

As with every construction project undertaken in the state, this project may be the subject to inspections by the Building Control Authority. Over the past three months a number of technical issues arising with respect to building regulation compliance were identified as part of the above outlined inspection regime.. Glenveagh are currently engaging with Building Control personnel to demonstrate that all works are compliant with Building Regulations and where works are not compliant they will be setting out what works are required to rectify these and ensure compliance with Building Regulations. .

The Area Committee calls for the establishment of a working group to assist local sports clubs in making Sports Capital Grant Applications. The new group should seek to recruit relevant expertise from within DCC as well as the community sector.

 

This motion will be raised and discussed at the Dublin City Sport & Wellbeing Partnership Advisory Board meeting on 28th January 2025.  The high-level board is comprised of representatives from national sporting organisations including Sport Ireland, National Governing Bodies, DCC/CRES senior management, public representatives and the HSE.  The matter will be discussed in the context of the Pillars set out in the Dublin City Council Sports Plan 2024 - 2029

 

 

Current Club Support:

DCSWP currently support clubs through the Club Support Small Grant Scheme (previously the Sport for Young People Small Grant Scheme).  The grant is open to clubs affiliated to a National Governing Body of Sport aiming to increase participation in sport and physical activity across all ages throughout Dublin City. The grant allocation is provided by Sport Ireland (through the National Local Sports Partnership Programme) and Dublin City Council. Grants typically range between €500 - €1,000. In 2024 189 applications were received and assessed against the grant’s criteria. 170 have been approved with the remaining applications requiring further information/clarifications or deemed ineligible due to the club’s location outside the city boundaries.

 

From a programming perspective, club engagement has become a focus for DCSWP in the past number of years, adding momentum to local programmes and increasing reach across communities.  In 2023 and 2024 Dublin City Sportsfest, DCSWP’s flagship event called on local clubs to host taster and open days during the week under the Sportsfest brand.  This has proved to be mutually beneficial, providing an opportunity for clubs to increase participation levels and for DCSWP to grow the DCC Sports Partnership brand. Participating clubs were also incentivised by DCSWP.

 

In November 2024 DCSWP facilitated a Club Committee night which focused on Governance in Sport issues, providing practical advice and solutions for club representatives.  There was a very positive response to the workshop and it is envisaged that DCSWP will facilitate further sessions in 2025 as part of the development of a club support package.

 

Engagement and communication has been greatly facilitated by the current DCSWP club database which contains key information on clubs (type of sport, participation numbers, location, point of contact etc.)

This Committee acknowledges the growing safety concerns among residents using public transport during evening hours, particularly on the DART and buses in North Dublin.

Notes the increase in anti-social behaviour, including recent incidents of violence and assaults at Raheny and Clongriffin DART stations, which have caused distress and fear among passengers.

Highlights that earlier this year, security measures, including the deployment of security personnel, were introduced on some Dublin Bus routes in the Southside, and emphasizes the urgent need to extend similar protections to the Northside.

 

Therefore, this Committee requests that the Area Manager to Liaise with the National Transport Authority (NTA), An Garda Síochána, Dublin Bus, Irish Rail, and other relevant stakeholders to explore and expedite the deployment of security personnel on public transport services, particularly the DART and buses, in North Dublin during evening hours.

 

By adopting this motion, the Committee affirms its commitment to addressing the safety concerns of North Dublin residents and ensuring a secure environment on public transport services during evening hours.

In 2024 the North Central Area engaged the services of 7L conservation Architects (who had carried out a Report on behalf of DCC in 2022 on the linear and bandstand shelters), to appoint a design team to prepare tender documentation and to project manage the necessary remedial works detailed in their 2022 Report.

 

A Contractor was appointed in Q4 2024 and commenced work on site in early December, 2024.  These works are due for completion by the end of Q1 2025.

The designs for the new pedestrian crossings at the junction of Ardmore Drive/Kilmore Road are complete and a contractor has been appointed to complete the installation as part of the first works package, which commenced in November 2024. The contractor is due to commence the installation works at the junction of Ardmore Drive/Kilmore Road in February 2025.

 

There were delays finalising the designs for the new pedestrian crossings in the junction of the Collins Avenue/Collinswood junction and this location was not included in the first works package. The designs have now been completed and the installation works will be included as part of the second works package, which is due to be tendered later this quarter.

 

Having reviewed the Mount Prospect Avenue/Mount Prospect Park junction our consultants are recommending that a Zebra Crossing on Mount Prospect Avenue is the most appropriate solution.

 

The installation of Zebra Crossings on Mount Prospect Avenue and Greendale Road will be included in the second works package.
