            Reply:

 

The Clontarf to City Centre Cycle Scheme proposes the creation of a 4m wide esplanade (shared-use pedestrian and cycle path) inside the perimeter of Fairview Park between West Wood gym and Annesley Bridge. This is in order to provide an upgraded cycle track in place of the existing footpath and cycle track outside the park perimeter. The scheme also proposes extending the esplanade by widening the existing footpath on the northern bank of the River Tolka, between Annesley Bridge and John McCormack Bridge, as part of the Tolka Valley Greenway through the park. The scheme proposes public lighting along both sections.

 

The provision of public lighting in other areas of Fairview Park is a matter for the Parks & Landscape Services Division.

The Parks Service does not install lights in public parks as they are officially closed after dark.

Motion in the name of Councillor Alison Gilliland

The North Central Area Committee recognises the housing potential of the corner vacant green (underpass) space bordered by the Oscar Traynor Rd, the Kilmore Rd and Cromcastle Road. This space is adjacent to the local Primary Care Centre, opposite Northside Shopping Centre and local bus stops as well as a short walk from the local church. Given this location, the North Central Area Committee therefore call for the bringing forward of plans to develop this site for senior citizens housing and community area that would allow a portion of the developed units to be used for financial contribution to allow local older persons to down size within their community and provide DCC with additional family housing. If brought forward ahead of the regeneration of Cromcastle Court this development would support the detenanting of older citizens from Cromcastle Court to a purpose-built complex immediately within their local community.

The concept of homes for older people close to villages and neighbourhood centres is supported and very much supported in the City Development Plan, section 5.5.4 in particular, which states “As a general rule step-down housing for the elderly should be located in close proximity to existing village centres/ amenities, to enable people to continue to interact with their local communities”.

 

The vacant corner site on Oscar Traynor Road next to the Primary Care Centre has the potential to deliver housing for persons of various age groups including older people.  It is proposed to bring this site to the Active Land Management team within Dublin City Council or review and consideration. As part of this process a housing need assessment will be carried out which will also take into account adjoining proposals for Cromcastle and Woodville.

Reply:

 

The Housing and Community Services Department would like to expand the affordable cost rental model to all 5 of its administrative area committees. However, there is currently no legislation underpinning the affordable cost rental.

 

Notwithstanding the Housing and Community Services Department in collaboration with the Department of Housing, Planning and Local Government are endeavouring to develop a pilot project in St Michael’s Estate.

 

Arising issues including inter alia affordability, finance, servicing finance, corporate risk exposure etc. will ultimately inform DCC’s strategy on the extent of any subsequent rollout of this model.

Could an exhibition space be provided for the history of St. Annes Park in the park.

 

Reply:

 

There is currently a display of the history of the assembling of the various landholdings that made up the demesne under the arched entrance to the Red Stables Building and a model of the former Guinness Family residence St. Anne’s House.  The historic tiles that were lifted and conserved from one of the follies in the park have been mounted and will be on permanent display with interpretation in the newly restored Winter Garden once the failed glazing units have been replaced.

 

Spaces are available within the Red Stables buildings for temporary and traveling exhibitions and the permitted improvements will create additional accessible spaces on the first floor for such displays.

Reply:

 

The trees growing along Skelly’s Lane are mature large canopy trees growing in very wide verges that contribute greatly to the amenity of the area.  While the majority of the trees appear to be in acceptable condition crown raising would appear to be appropriate in a few locations.  Arrangements will be made to have the trees inspected and lower hanging foliage removed to open up clear views beneath the trees as part of the tree care programme for 2020.

That this area committee agree to install lighting through Rockfield Park from Elmount Road to Whitethorn Close. This is used as a short cut by many local residents, particularly those coming off buses on the Malahide Rd and using the park as a way through to Whitethorn. Residents have complained that it is intimidating at night with little light, as there are tall trees also.There are lights at the cross section and all it would take is the installation of one/two lights. Please see map attached indicating the area to be lit. Lighting of this pathway through the park would contribute to goals of increasing pedestrian permeability in the city.

As there is an existing lit route across the park that can serve these commuters albeit slightly longer than is proposed the provision of lighting along this route would be considered very low priority in terms of future Parks Improvements Programmes.

Emergency vehicles cannot access this road during weekdays which has caused major problems locally to residents in Briarfield. With several schools located in this area, the safety of children must be taken serious by Dublin City Council. I seek on behalf of the residents a review of the current situation with a view to working towards a resolution for the locality.

Section 2.2.8.1 of the City Development Plan 2016 – 2022 (the Development plan) sets down policy in relation to the preparation of area specific plans. This section sets out a hierarchy of plans ranging from statutory local area plans to non-statutory schematic masterplans and local environmental improvement plans. Table F of Section 2.2.8.1 contains a “Schedule of Proposed Statutory Local Area Plans / Strategic Development Zones to Deliver the Core Strategy”. Santry is not included in the schedule. Section 2.2.8.1 also contains a list of thirty one areas/ villages, with the objective of preparing up to three local environmental improvement plans from this list, for each City Council administrative area, subject to resources and priorities. Santry is not included in the list.

 

The preparation of the new Development Plan will commence mid 2020. As part of the preparation of the new Development Plan the elected members will have an opportunity to revaluate the contents of the schedule and list referred to above and the priority of areas/ villages.

That this area committee agree not to close Belmayne Allotments as part of the new Belmayne Town Centre and Belcamp Lands Masterplan – as presented to Dublin City Council in October 2019 and that this very much needed green community space is protected and allowed remain at its current site.

Reply:

 

The Belmayne and Belcamp Masterplan will go on public display for a minimum of 6 weeks within a fortnight.  The Masterplan sets out a structure from which the future housing, amenities, community facilities, road network and open spaces can be shaped around; giving the detail necessary to ensure the full implementation of the Clongriffin/Belmayne Local Area Plan. 

 

In 2012, within the LAP, the use of the housing lands for temporary allotments was proposed and this has been successfully implemented in the intervening years. The masterplan does provide new areas of open space, as well as provision for a new school and much needed new housing.  The open space areas within the masterplan will need to balance the provision of essential local play and amenity areas for families as well as meeting the local demand for allotments. 

 

It is the intent of the Council to use the time during the public consultation on the masterplan, (in addition to including a reconfigured allotment area in the masterplan); to develop a number of viable options regarding further permanent solutions to the demand for allotments within the North Central Area and to bring these to the Area Committee prior to the finalisation of the Masterplan.

(a)   an update proposals to provide a playground on this green

(b)   proposals to target this area next Halloween to in an effort to try and ensure that the same destructive activity is not inflicted on residents surrounding the park in 2020.

Reply:

 

(a)   This area has been identified as an area of deficit of play facilities in the Dublin City Parks Strategy adopted earlier this year.  The Parks Service has had a couple of onsite meetings with local residents and is fully supportive of the provision of a playground at this location.  However the delivery of same will depend on a future budgetary provision.  The priority for the available capital funds for the short term is to bring all existing playgrounds up to standard.

 

(b)   The area was inspected repeatedly in the run up to Halloween and any bonfire materials reported or found were removed.  There is a significant issue with bonfire materials being stored in gardens and private property in the area and only being taken out onto the public open space at the last minute on Halloween night.  Anti-social behaviour and intimidation of residents are matters for the Gardaí.

The Metrolink scheme is required to go through a full statutory planning process and the preparation of an Environmental Impact Assessment report which will cover all the areas where this scheme will impact. There will be statutory consultation and the opportunity for all aspects of the scheme to be reported on and the public will have the opportunity to make their views known on all aspects of the design.

That the manager provide an up-date on proposals for Richmond Road following the meeting prior to our last Area Committee Meeting and say what actions are proposed to be taken to acquire alternative parking for residents in the event that residents on street parking is removed in order to prevent the continuing and dangerous mounting of the footpath by motorists, particularly those diving HGVs up Richmond Road, causing serious hazard for vulnerable pedestrians and other road users, say if will ensure a 3 tonne ban/HGV ban is in place and obvious to road users and also if he will say if road traffic engineers involved in the Richmond Road Options Report are happy to discuss matters going forward with David Vaughan, Traffic Committee Chairman, Richmond Road and Grace Park Avenue Residents Association.

Dublin City Council has submitted a report on this matter to members and this report was discussed prior to the November Committee meeting. It was agreed at this meeting that feedback from local residents would be considered and a written update would be circulated to members.

 

A 3.5 tonne Maximum Gross Weight sign is in place and it is positioned appropriately in accordance with the recommendations of the traffic signs manual. It should be noted that exemptions to this sign are in place as per the following:

 

“The Maximum Gross Weight (Traffic Management) Sign, RUS 015, indicates that vehicles whose gross weight exceeds that specified on the sign are prohibited. Gross weight means the ‘Design Gross Vehicle Weight’ as defined by the current Road Traffic (Construction and Use of Vehicles) Regulations. The restriction applies irrespective of whether the vehicle is carrying a load. This sign is used where the weight restriction is for traffic management reasons: for example, to prohibit heavy vehicles from using residential roads.

 

Since the exemptions allowing for access are enshrined in the Regulations, there is no need for a supplementary plate.”

The tennis pavilion and padel court project is listed on the 3 year capital programme to be brought to detailed design stage in 2020 and construction in 2021

 

It is proposed to return the redundant dust training area to parkland in 2020.

There are no proposals to construct a playground in Rockfield Park.  As there is an existing playground a short walk away in Maypark, Rockfield would be considered very low priority for a new playground.

 

While there is considerable merit in the provision of smaller scale play opportunities in local parks the priority for the short to medium term is to bring the existing playgrounds in the area up to standard and then address the areas of deficit of play facilities.

The North Central Area recognises the success and benefit of the Darndale Night League run during the month of November. In particular it acknowledges the large number of young people that engaged with the leagues and the positive relationships that were being formed between local residents and local organisers during the leagues. In light of the lack of safe local weekend evening activities that promote such positive engagement the North            Central areas calls for the night leagues to be extended and other evening activities to befunded and supported.

This programme has been a very surprising success. This was a collaborative effort between Gardai, FAI and DCC, to improve community relations and to provide crime diversionary goal oriented activities in the form of sport.

 

The FAI have trained the Gardai in the delivery of the programme and they have been very hands on in their participation and engagement with children.

The interaction between the young people and the Gardai has been extremely positive,

 

The number of participants in the younger age group is the biggest it has ever been and up on the previous roll out by 20% to 75 + every night.

 

We still have some difficulty attracting the 14-17 year olds, which are the crucial ones, although ten young people from this age bracket did, in fact turn up for the training.

The Gardai have visited all second level schools in the area and the FAI have been active on the streets before the LNL every Friday to try to engage with this age group.

 

Discussions are ongoing about running the league in January on a continuous basis, but it will need to be looked at in more detail after this term.

 

 FAI also ran a two-day training course for twenty-four Gardai from the greater Dublin area in the Oscar Traynor centre last week based on the Coolock pilot programme which worked really well. The aim is to have Gardai commit to various roles in the delivery of the programme in quarter two next year all over the Dublin region

 

The FAI have designed a brand new coaching cert for Gardai who complete the course.

The North Central Area Committee acknowledges the tragic shooting of Mr Eoin Boylan  at his home on Clonshaugh Avenue and that drug trade context of this most recent shooting. Following on from the failure of the Minister for Justice and Equality, Charlie Flanagan to provide any follow up to the stakeholder engagement meeting, hosted by the Northside Partnership, in the aftermath of the previous outbreak of fatal shootings in  Darndale and Kilmore West, the North Central Area Committee requests that the Manager write to Minister Flanagan asking him to indicate how he will support the requests made to him by the local community and what long terms measures he will put in place to support the local community to break the cycle of violence and young people  becoming involved in drug trade and associated crime. 

 

In the absence of a local task force, the North Central Area Committee asks that the Manager establish a local stakeholder engagement group to join up the dots on the ground and put a plan in place to better support young people's health, well being, career choices & opportunities in the area.

The North Central Area Office has engaged Mr. Jack Nolan, former Assistant Commissioner of An Garda Síochána to undertake a project, the terms of reference of which are outlined below. Public Representatives will obviously be a key stakeholder and input into this project and will be given an opportunity to input at an early stage as well as updates as the project progresses.

In response to these recent issues it is proposed to engage an independent consultant to undertake a review, to report on the following and develop a report including the following:

Current demographics of the area to include:

    • Population
    • Age profile
    • Education
    • Employment
    • Income levels
    • Crime statistics
  • A profile of the current level of services including a mapping of existing statutory, community and voluntary groups, structures and programmes operating in the Darndale area.
  • A review of previous and existing statutory and non-statutory plans and reports for Darndale.
  • Carry out a public engagement process with all the key stakeholders working and living in the area to garner the opinions of local people, community groups and statutory service providers as to the issues in the area and ideas to address these issues.
  • To review best practice in the area of socio-economic and community development on a national and international level to identify successful actions from other areas which may be applicable to Darndale.
  • Indicative topics such as Community Development, Sports, Arts, Environment, Public Realm, Education & Training, Safety & Policing, Health Promotion and Economic Development/Job creation should be considered and addressed
  • Develop a set of sustainable objectives and actions, to be implemented over a 3 year period, to address issues and put a structure in place to manage the implementation of these actions.
  • Recommend revised operational and management structures for oversight of issues in the area.

That this area committee requests that the Traffic Advisory Group would evaluate the feasibility of pedestrianising the commercial section of Vernon Avenue and in particular that they would commit to running this on a trial basis for one weekend day to evaluate impact.
