The order of business was suspended to deal with the following Emergency Motions:

 

                Emergency Motion 1    - Councillor Hazel de Nortúin

This Area Committee is aware that there has been an increase of Anti-social behaviour, intimidation of the community and vandalism of public spaces within the Bluebell area. We as an area committee condemn this behaviour and we request that DCC’s relevant departments meet with Cllrs to see where at a Local authority what can be done.

Emergency Motion 2 - Councillor Ray Cunningham

The Springvale Grove housing complex was officially opened in May 2024 by Lord Mayor Daithí de Róiste. The complex includes a community facility which is to have the 139th Chapelizod Scout Troop as anchor tenants. This facility has been ready to use since last May, and the council approved the lease at the beginning of October, and the Scouts were expecting to have the use of the facility before Christmas, but the handover has been subject to constant delays. All of these holdups have been on the council side, there has been no sense of urgency, no appreciation of the fact that there are people waiting to use this building. 

The final handover was supposed to happen last week, but now there is another delay. A door that was visibly damaged when the complex was officially opened in May of last year has not been repaired, and the lease can’t be signed until the repair is complete. It will be 12 months between the ribbon-cutting ceremony and the Scouts finally gaining access to the hall. Unless there is a further delay, which at this point would not surprise me.

This meeting deplores this series of delays, and urges everybody working on this project to hand over the facility as soon as possible.

March 2025 Motions

This Committee requests that as part of the Bus Connects project which will happen in Ballyfermot over the next 2 to 3 years, that DCC please ensure in tandem with these works, that the long awaited village improvement would happen at the same time, in order to improve the retail and amenity value of the shopping district. Bad planning by DCC over many years has not helped the area and this will be a once in a generation opportunity to help improve the area.

That this Committee request that the DCC owned lamp posts in the Ballyfermot area be repainted as its years since some have got a lick of paint, in particular lamp posts on Blackditch Road, Blackditch Drive, Cleggan Park, Cleggan Avenue and Cleggan Road Ballyfermot.  Can the ESB be asked to look at their lampposts also as they are in very poor condition.

That this Committee, in view of the constant scourge of scrambler bikes in our communities, what effective measures are DCC looking to bring in to address this problem before someone is killed walking / playing in our Parks. Residents cannot believe that we won`t put in security cameras etc. to try and address the situation.

This Committee notes, when Drimnagh was built, every street in the area was lined with trees. These trees helped clean the air, provided shade, and were a support to local wildlife. They also made the streets more attractive and made people feel like the area was being looked after. Over the years, many of the original trees have been lost, to age, disease, or accident, as is to be expected. But these trees are not being replaced when lost, and Drimnagh is being progressively denuded of trees. The local environmental group, Tidy Drimnagh, has volunteers who would like to help replace and look after the trees, and have even raised funds to help pay for these trees. This Committee asks the Parks Department and Public Realm to work with Tidy Drimnagh to identify locations where trees can be replaced, and varieties suitable for those locations, and to replant as many as possible this coming winter.

This Committee notes the serious, ongoing traffic issues in Chapelizod village, that are endangering pedestrians and cyclists, including the many children going to school in the village. In 2022, an AECOM Traffic Report was commissioned by DCC and it suggested the  for the through road via the village is a one-way system which would effectively block off access to motorised vehicles wishing to proceed from the Castleknock area down Knockmaroon Hill and on toward the city centre. This plan has the support of the Chapelizod steering committee, and was supposed to have a six-month trial last year.
