The order of business was suspended to deal with the following Emergency Motions:

 

Emergency Motion 1 from Councillors Máire Devine, Daithí Doolan, Darragh Moriarty, Michael Pidgeon, Michael Watters, Sophie Nicoullaud, Daithí De Róiste, Tina McVeigh

 

That this Area Committee

 

- notes with alarm the rat infestations which came to the fore during the summer in many of the flats complexes despite works to contain the problem,

 

- acknowledges the regular rat infestations faced by City Council tenants as an ongoing public health hazard,

 

- recognises the work done to combat these infestations in some flat complexes with work done to bin storage areas, maintenance and improvement of public spaces, and other works done to combat infestations,

 

- regrets that the dispersion of these works has been constrained by resources and, consequently, has been uneven with consequences in particular for, but not limited to, older complexes,

 

- further recognises the consequent neglect to the remaining complexes which has damaged the City Council's reputation as a landlord,

 

- deems the current public health response arrangement with the HSE as unaccountable and recognises that pest control is the responsibility of the landlord,

 

- commits to expanding the City Council's in-house pest control capabilities,

 

- resolves to re-examine the Housing maintenance budget in the context of the forthcoming budget to combat neglect and expand pest control, and

 

- calls on the Area Manager to ensure that a report addressing these matters is presented within 2 months.

Emergency Motion 2 from Cllrs Hazel De Nortúin, Sophie Nicoullaud

This area committee will support the call for an interagency group will be called by DCC to deal with the ongoing illegal dumping in Labre Park. This group will consist of the HSE, DCC waste management, the Gardaí, Traveller Accommodation Unit and residents and their representatives of Labre. This group will meet as a matter of urgency. 

 

The reason for this being an emergency is all other channels have been trialled to no avail and the situation with illegal dumping in Labre has not been dealt with.

SOUTH CENTRAL AREA COMMITTEE

M124   Councillor Daithí Doolan

That the SCA office ensure a full study is carried out on the cause of ongoing flooding along Mourne Road, between junction of Errigal and 114 Mourne Road, and agree a time frame for works to be carried out to resolve this serious problem.

 

M125   Councillor Vincent Jackson

That Dublin City look to develop a Sunday Market in the Ballyfermot Area which could have the potential to bring footfall back to the heart of Ballyfermot. Over the past couple of years with changing shopping habits and the Covid 19 pandemic the area needs urgent attention. The large car-park owned jointly by DCC and the CDETB facing BCFE and the Ballyfermot Library would make a great location. Can we investigate shared usage with the CDETB.

That the Parks Department please remove the heavy vegetation from Drumfinn Ave, Cifden Road at the junction of Claddagh Road opposite No 26 etc  and the roundabout from Drumfinn Road, Ballyfermot Dublin 10. Residents are awaiting the removal since late 2020, however with Covid restrictions it was not possible to progress.

That DCC please ensure that community grants which were not paid out this year when there was huge need for same are retained in the budget and brought forward to 2022 and next years grants be doubled to assist in the re-opening of our communities with environment, music, arts, drama, sports, festivals etc. It is essential as the premier local authority, we support communities on the ground.

That this Area Committee discusses Cllr Mannix Flynn’s motion regarding the Artane Band which is expected to be voted on at the October City Council meeting. This discussion will allow members to share their own viewpoint and listen to the views of other members. 

MOTION (Cllr Mannix Flynn) 

That this meeting of DCC calls on the Lord Mayor of Dublin to withdraw and desist from being patron of the Artane School of Music/Artane Band.
