The order of business was suspended to deal with the following Emergency Motion: -

 

Emergency Motion No 1 from Councillor Daithí Doolan

The South Central Area Committee supports the services and work carried out in Ballyfermot Community & Civic Centre. The Committee notes that there has been some changes proposed to the management structure of the Civic Centre. The Area Committee will ensure that these proposals benefit the services and the community they serve.

The Area Committee also guarantees that the management, the centre and services will not be privatised, but will remain community based and jobs will be protected.  

Order: Report noted.

 

Emergency Motion No. 2 from Councillor Tina MacVeigh

This Area Committee calls on our City Planning Officer to extend the deadline for observations on the scheme proposed at Fumbally Lane Planning Ref. 4423/19. Planning documents were not available on the DCC website until three weeks after the planning application was validated and today, Wednesday 11th December, the website is down for essential maintenance and may not be functioning again until the deadline for submissions has passed. Members of our community wishing to engage with the planning process have been denied full access to the process as a result.

Order: Agreed to refer the Motion to the Planning & Urban Form SPC.

DUBLIN CITY COUNCIL

SOUTH CENTRAL AREA COMMITTEE

11th DECEMBER 2019

 

M.25    Councillor Vincent Jackson and Councillor Tina MacVeigh

That Dublin City Council gives the Solas Project temporary usage of School Street School, Dublin 8 for the operation of a Youth Project After-Schools Services etc. Solas would love the opportunity to give a presentation to the South Central Area Committee to explain at first hand the work they are involved with in the South Inner City. It would be tragic if this fine project had to fold due to the lack of suitable space in one of the most socially deprived areas of Dublin.

Order: Report noted. Requested a meeting with Development Department, Solas and interested local Councillors.

 

M.26    Councillor Daithí Doolan

The South Central Area Committee expresses deep concern that Dublin City Council has to discontinue Phase 2 of the Insulation Programme due to lack of funding. We call on Minister Eoghan Murphy to respond positively to our request for funding to complete this programme and to ensure our tenants no longer have to live in unacceptable conditions.

Order: Agreed.

 

M.27    Councillor Críona Dhálaigh

That this Area Committee views with concern the relocation of the Family Support Services from the F2 Centre and calls on TUSLA to reconsider this decision.

Order: Agred. The members agreed to write to the Minister for Children and Youth Affairs.

 

M.28    Councillor Vincent Jackson

That Dublin City Council senior management do their upmost to restore the community staffing levels operating from Ballyfermot Civic Centre.  It is unbelievable we have lost so many essential staff without any replacements coming forward.

Order: Agreed.

 

M.29    Councillor Daithí Doolan

The South Central Area Committee notes the important role the Discretionary Fund has played in developing community programme and initiatives. We regret that there has been a cut in this fund for 2020. Despite the cut, this area committee is committed to the distribution of the Discretionary Fund as quickly as possible in 2020.

Order: Agreed.

 

M.30    Councillor Vincent Jackson

As the West of the City have very poor public transportation services like the coastal regions of the City, that Dublin City Council impress upon the Dept. of Transport to put back on the table the previous plan to put a new Luas line out from the City Centre towards Lucan to service Inchicore, Bluebell, Ballyfermot, Clondalkin and Lucan.  I regret TFI has forgotten that the West of the City and County exist resulting in horrific levels of private cars using limited road space and the result is chronic traffic congestion.

Order: Agreed. The members agreed to write to the Minister for Transport, Tourism and Sport and the National Transport Authority.
