The order of business was suspended to deal with the following Emergency Motions: -

 

Emergency Motion No.  from Councillors Críona Dhálaigh, Tina MacVeigh, Vincent Jackson, Michael Watters, Rebecca Moynihan, Michael Pidgeon

This Area Committee welcomes the Development Framework Plan for the St Michael’s Estate.  However, this Committee agrees that:

·                     the development of a Master Plan, the next welcome step in the development of St Michael's Estate, must have the lessons and experience of the local community and recent consultations stitched into it and must be underpinned by clear and comprehensive consultation which will:

o   actively include the Inchicore Regeneration Consultative   

    Forum from the outset;

o   actively include all community stakeholders;

o   be underpinned by a clear and transparent process of public             

    consultation which allows sufficient time for meaningful consultation;

o   be adequately resourced;

o   have demonstrable output.

Emergency Motion No. 2 from Councillors Tina MacVeigh, Críona Dhálaigh, Rebecca Moynihan, Michael Pidgeon

Martin Keane announced this weekend that he intends to apply for planning permission to develop the Iveagh Markets and that he intends to throw a considerable amount of resources behind a legal challenge to his right to develop the Markets.


This Area Committee calls on the Law Agent to exercise the right of the Local Authority (as established by the 1976 Frascati Case) to establish whether a third party has the legal right to apply for planning permission by initiating a High Court injunction so as to establish that he does not have sufficient legal interest to apply for planning permission for the Iveagh Markets site.

Emergency Motion No 3 from Councillors Daithí Doolan,  Sophie Nicoullaud, Hazel de Nortúin,  Daithí De Róiste, Cllr Vincent Jackson

This Area Committee condemns criminality in the strongest possible terms and expresses deep concern at reports of payments being made to criminal gangs in order to allow the construction of housing in Cherry Orchard.  We call on Dublin City Council to make the findings of their investigation public and to ensure appropriate action is taken. Criminal gangs must be tackled head on by Gardaí and must not be allowed to hold communities to ransom.

This Area Committee asks for the Director of Services to give a report on the cost of financing segregated 24 hour cycle lanes along the following routes:- 

a.    Emmet Road, Old Kilmainham, James Street, Thomas St, Cornmarket

b.    SCR to Phoenix Park 

c.     Inchicore Road to SCR 

d.    Dolphins Barn, Cork Street, Coombe to Patrick Street

Can I, with the Ballyfermot Tribute Garden Committee, sincerely thank Dublin City Council staff, under the stewardship of Kay Noonan, for their wonderful support in making a wonderful occasion happen in Ballyfermot on the 28th of September last. The funding made available from the Discretionary Fund, Parks Department Staff, Civic Centre Staff etc. The occasion was very well attended by all the emergency services and well done to all.

This Area Committee ask that a contra flow cycle lane be installed along Watling Street.

 

M.17    Councillor Vincent Jackson & Councillor Sophie Nicoullaud

That Dublin City Council, in tandem with South Dublin Co Council, work to address serious ongoing lack of maintenance issues in the Camac Park Area of Bluebell, Dublin 12.

 

Areas that need urgent attention include:-

·         Poor road surfaces

·         Poor levels of cleansing

·         Overgrowth from sites onto roads / paths

·         Car-Parking on Double Yellow Lines

·         Spot flooding due to lack of cleaning of shores for many years

 

Residents would welcome an onsite meeting with road engineers to show issues which affect the quality of life in this little gem of an area.
