Motions

1A Motion in the name of Councillor Reddy and Councillor Anthony Connaghan

The North West Area Committee is gravely concerned that the Central Bank of Ireland is regulating the Israel Bonds Issuance Programme and, thereby, facilitating the sale throughout Europe of bonds which are funding genocide in Gaza and ethnic cleansing in the Occupied West Bank. NWAC notes that

(i) The bonds, known as Israel Bonds, have, since 1951, raised funds for the Israeli Treasury for use across the Israeli economy including the financing of the apartheid system, the Israeli military and illegal settlements

(ii) The bonds are now being advertised as war bonds and are funding the genocide in Gaza and “Operation Iron Wall” in the West Bank, which has so far displaced over 40,000 Palestinian refugees from the camps they have lived in since they were displaced from their original homes in historic, pre-1948 Palestine.

NWAC further notes that:

(i) In January 2024 the International Court of Justice (ICJ) confirmed the plausibility of the charge of genocide against Israel.

(ii) In June 2024 the UN’s International Commission of Inquiry on Palestine found that Israel’s actions in Gaza “constitute the war crimes of wilful killing and mistreatment, and the crime against humanity of extermination”

(iii) In July 2024 an ICJ ruling declared that Israel is committing the crime of apartheid and its entire regime of military occupation of Palestinian territories is illegal and must end immediately

(iv)  All state institutions are under obligation under international law to prevent genocide and abuse of human rights

NWAC believes that the Central Bank of Ireland must end all complicity in genocide. NWAC, therefore, calls on the Central Bank of Ireland to immediately end the regulation of the Israeli Bond Issuance Programme.

 

1B Motion in the name of Councillor Conor Reddy

NWAC notes the recent motion from Cllr Gayle Ralph, passed at the January meeting of Central Area Committee: 

That this local area committee approves in principle the creation of an all weather astro pitch at the back of Albert College Park to support the growing community sports needs of Glasnevin FC and other local groups. Glasnevin FC currently serves over 300 players and 60 coaches. This pitch would address frequent match cancellations due to weather disruptions and provide a year round facility for football and other sports. The introduction of this all-weather facility and suitable changing rooms would encourage increased participation, particularly among children and young adults and contribute to the retention of female players. Furthermore, that this local area committee supports the development of Cuilin House, adjacent to the Tram Café which is currently underutilised and could be used as a clubhouse for Glasnevin FC. This space could serve as a facility for club members and the broader community, accommodating age friendly activities, social functions and club administration.”

NWAC also endorses this motion and further notes:
