Motion in the name of Councillor Cathleen Carney Boud
That this area committee agrees that the manager should write to all waste collection companies requesting that they provide additional services every year over the Christmas period at no extra cost to customers. A double collection of both waste and general recycling between the 27th and the 4th January. This would help to prevent the temptation to dump excess rubbish when people's bins are overflowing.

Motion in the name of Councillor Cieran Perry This committee calls on the Chief Executive to immediately review staffing levels in the Traffic Advisory Group given the delays in investigating various issues. The current staff are extremely amenable and it is unfair to expect them to continue to work in such a pressurised environment due to staff shortages. The public service employment embargo has been lifted and there is no barrier to employing required staff in any department.

Motion in the name of Councillor Noeleen Reilly In light of the IBAL report that the Council look at using some of the discretionary funding to purchase moveable cameras with night vision technology which can be moved to various black spots of illegal dumping around Dublin Northwest.

Motion in the name of Councillor Cathleen Carney Boud That this North West Area Committee of Dublin City Council writes to the minister for the Environment expressing our frustration and dismay at the effects that privatisation and the charging of the waste collections has had on the area, Ballymun in particular. Ballymun has a high level of low income families many of whom cannot afford to pay for bin collections. Since the enforcement of making people pay for bin collections is poor and very often the bin collection service is poor this has led to many struggling families deciding to dump their rubbish illegally rather than pay for it. Quality of service and affordability would be hugely improved if local authorities were to take back control of waste collections and a scheme similar to "bin waiver scheme" for low income families was reintroduced. We must convey our huge disappointment that Ballymun was listed in the top five most littered areas in Ireland and that dumping in general has become epidemic in all areas since the introduction of bin charges and privatisation of the service.
