Motion 1 from Councillor Punam Rane To ask the Chief Executive to reconsider the recent changes to parking arrangements in Rathgar. These restrictions are proving detrimental to the businesses, organisations, and residents of the area. Previously, Rathgar Road allowed street parking Monday to Friday between 10 a.m. and 4 p.m., as well as full parking availability on Saturdays and Sundays. However, this has now been replaced by a highly restricted bus lane, allowing just two hours of parking from 10 a.m. to 12 p.m., seven days a week. These changes were implemented overnight without any notice, and enforcement through clamping has further exacerbated the situation. Such measures are having a significant negative impact on the local community, and I urge the council to review this decision. Order: Report to Councillor
Motion 2 from Councillor Claire Byrne That this Area Committee calls on the Area Manager to agree to financially support the plans for a mural promoting breastfeeding on the walls of Elliott’s Cash and Carry in Portobello as Dublin was recently designated a Breastfeeding Friendly City. Order: Agreed
Motion 3 from Councillor Fiona Connelly Could Terenure be assessed for pedestrian mobility with a view to bringing it up to standard as laid out in the vision plan of making Terenure an Autism friendly village? To fully support the vision of making Terenure village an Autism friendly village, I propose that the pedestrian crossings be examined and adjusted to support all footpath users so that everyone can cross safely in Terenure village and adjacent roads. The junction at Terenure Crossroads is extremely hard for pedestrians to navigate. Is it possible to install a four way pedestrian crossing similar to the approach in Harold’s Cross where the five road meet at the junction of Kenilworth Park and Harold’s Cross Road? Pedestrians are further impeded in Terenure as the junction outside the synagogue is also difficult to navigate and impacts on vulnerable pedestrians trying to cross the road. Finally as part of this mobility audit could schools in the village in particular Presentation Primary School Terenure be supported to improve the access points of the school and make it safer for students and their caregivers, staff and families. If Terenure lead the way in this regard it would be great for the whole community. Order: Report to Councillor
Motion 4 from Councillor Fiona Connelly Can this committee agree to write to the Naming and Commemorations Committee to discuss the naming of Herzog Park in Rathgar? It has been raised with me that the park naming did not follow the correct procedures when it was being named. A report on the process and a review would be very welcome. Order: Report to Councillor

Question to Chief Executive South East Area Committee 09.12.24 PDF 1 MB Additional documents: Minutes: Q.1 Councillor Dermot Lacey To ask the Manager if he will liaise with CIE to have this huge hedge at Holyrood Park, Sandymount seriously pruned and trimmed back. It is a source of huge concern locally. The email trail submitted shows that residents have tried to deal with this but unsatisfactorily. Details Supplied: As discussed. Nothing received back or done about it yet. Ultimately I think DCC need to come and review this Cul de sac in its entirety given it’s just not wide enough for modern cars with its current layout. The hedge is required for noise prevention and to block site of the transformer station but it’s just never looked after. Further to my previous email there has been some work done on the road as of this weekend. The work looks to have been only done from the dart station about one quarter the way down the road. It then inexplicably just stops as you’ll see in the image below. The area marked in green has been cleared and from the red line nothing. I wanted to email regarding some required hedge trimming at Holyrood Park, Dublin 4. The hedge in question has become so overgrown there is a safety issue particularly for vehicle access. I have some images from Google earth below and have it circled in red. The hedge itself borders the Irish Rail transformer station and Irish rail have come out to cut it back before so there is history there. Reply: This has been reffered to an inspector in Roads Maintenance Department who will instruct the occupier to organise cut back and maintain this hedging.
Q.2 Councillor Emma Blain To ask the manager to install a yellow box at the exit of Palmerston Villas onto the Upper Rathmines Road.
Reply: Following an assessment conducted by the Transport Advisory Group area engineer, it is not recommended to install a yellow box at the exit of Palmerston Villas, for the following reason/s:
Palmerston Villas does not meet the criteria for a Yellow Box.
The criteria used to prioritise the installation of Yellow Boxes are as follows:
· Blocking of the junction should occur regularly, on a daily basis, and at least during peak periods.
· Side road traffic flows should be significant, and the side road should serve a minimum of fifty houses or a major traffic-generating facility.
· The visibility of approaching vehicles at the junction is significantly impeded by parked vehicles or congestion. Q.3 Councillor Emma Blain To ask the manager to install traffic calming measures on the Upper Rathmines Road to address the ongoing issues of speeding on the road, and damage that has been inflicted on parked cars as a result.
