Proposal:

Permission for development on a c. 875 sq.m. site, which is located at nos. 15-17 Sandymount Avenue, Dublin 4.

 

The development will consist of: the demolition of the existing onsite dwellings and related outbuildings (measuring 355 sq.m., approximately); and the construction of an infill residential scheme comprising 3 to 5 storeys over basement level in a single residential block with roof-mounted solar panels (c. 2,318 sq.m. GFA).

 

The third storey (partially) and fifth storey will be setback from Sandymount Avenue.

 

The development will comprise 11 no. apartments including: 6 no. 2-bedroom units; 5 no. 3-bedroom units; private open space in the form of balconies/terraces (some with privacy screens) at each floor level (c. 208 sq.m. in total); communal amenity space in the form of ground level courtyard garden (c. 135 sq.m.); the creation of a new pedestrian entrance gate at Sandymount Avenue; piped infrastructure and ducting; ancillary apartment storage, sheltered surface cycle parking (10 no. spaces); storage room and plant room (at basement level); lightwells; lift shaft and stair core; hard and soft landscaping; changes in level; boundary treatments; drainage works; pedestrian footpaths and lighting; and all associated site development and excavation works above and below ground level.

 

The development will utilise the existing basement car park associated with Shrewsbury Square (an adjoining residential development to the northeast and southeast) and the existing vehicular ramp for access and egress purposes.

 

The development will also utilise some of the ancillary services associated with this development (Shrewsbury Square), including means of waste disposal and collection; and vehicular and pedestrian circulation areas.

Motion 1 from Councillor Dermot Lacey

This committee requests that a speed limit of 30 KPH be applied to Beach Road / Strand Road.

Motion 2 from Councillor Dermot Lacey

This area committee agrees to write to Transport Infrastructure Ireland (TII) to confirm our opposition to the demolition of Markievicz Pool and the apartments and houses at the same complex and that TII should find another way.

Motion 3 from Councillor Mary Freehill

Due to a mugging recently on Temple Gardens which was recorded on a local security camera and also a car hijacking on Temple Road, this area which is a route from the LUAS station is unsafe especially for women walking on their own.   It is agreed that the local area office will investigate ways of making this area safer i.e. examine the level of public lighting and take action on how to improve it, make sure that the trees are pruned on a regular basis to give maximum public lighting.  Consult with Gardaí to see if there are any other measures that can be put in place to make the area safer.

Motion 4 from Councillor Mary Freehill

That the council remain in contact with the current owners of the building previously occupied by DIT on Williams Park  to make sure that they maintain their property.  This area has become a dumping ground, especially behind the bushes along the window frames.  If the building cannot be maintained then they should be required to remove these bushes.

Motion 5 from Councillor Mary Freehill

Bin poo bags are available from most libraries.  For some reason they are not available in all libraries.  It is therefore resolved that supplies be made available in all libraries throughout DCC.

Motion 6 from Councillor Frank Kennedy

In circumstances where multiple residents of Golden Lane, Dublin 8 (an area which is mostly residential encompassing four apartment blocks: Castle Way, Whitefriar Gardens, McDonagh House and the Iveagh Trust Complex, as well as a row of two story houses and a row of three story houses) have complained of a significant interference to the peace and tranquillity of their neighbourhood arising from the Viking Splash tour, which has been raised directly with management of that tour in both 2017 and 2019, this Committee resolves that the Manager should meet with the Viking Splash tour in order to suggest the relocation of the tour away from such a residential area. Separately, the Committee resolves that the Manager will also raise at this meeting the importance of the tour guides treating members of the public with respect in circumstances where concern has been expressed at the personalised nature of some comments made to or about members of the public by the tour guides.
